The Human Resources Officer will coordinate the Human Resources functions of the Country Office including its Sub-Offices under the supervision of the Chief of Mission and Senior Human Resources Officer. The role involves managing HR services, recruitment, payroll, staff development, and compliance with organizational policies.

Responsibilities

  • Assist in reviewing and monitoring Human Resources Management services in the Country Office in accordance with the Organization’s HR rules, regulations, policies, procedures, and practices.
  • Supervise the maintenance of personnel files and attendance records of international, national, and subcontracted staff in the Country Office.
  • Facilitate the maintenance and upkeep of the Country Office’s HR and Training database and ensure staff abidance of all mandatory and recommended security briefings and training.
  • Monitor the contractual status and administration of entitlements of local staff in the HR module and ensure effective administration of the HR module.
  • Coordinate preparation for the monthly payroll for national staff and ensure its accuracy and timeliness.
  • Coordinate with HQ, MAC, and the Finance Team on benefits and entitlements to international staff and administration of Rest and Recuperation travel.
  • Assist in ensuring implementation of the Third-Party Consultancy Management Contract.
  • Monitor and supervise the administration and timely renewal of visas and residence permits for international staff.
  • Coordinate recruitment processes and provide support in filling staff and non-staff vacancy needs ensuring relevant recruitment procedures are applied.
  • Ensure new staff are sufficiently briefed and able to assume functions timely.
  • Ensure timely and regular implementation of the performance management system and provide guidance for completion of the performance management process.
  • Assist in coordination, planning, and organization of staff development and training activities and deliver induction and other training to staff.
  • Assist in preparation of administrative reports and oversee reports pertaining to personnel administration.
  • Discuss audit recommendations on HR matters and implement them upon instruction.
  • Prepare special reports and participate in special HR projects.
  • Perform other duties as assigned.

Requirements

  • Master’s degree in Human Resources, Business Administration, Industrial and Organizational Psychology, Social Sciences, or a related field from an accredited academic institution with two years of relevant professional experience; or University degree in the above fields with four years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • High level of computer literacy with experience in HR IT systems and applications.
  • Experience in the preparation of training modules and presentation of training sessions.
  • Previous working experience in an international organization is an advantage.
  • Familiarity with the UN common system or similar systems is an advantage.
  • Demonstrated writing skills.
  • Proven knowledge of IOM/UN Human Resources and financial policies and staff rules and regulations.
  • Excellent organization skills; analytical and creative thinking.
  • Ability to prepare clear and concise reports.
  • Fluency in English and French is required (oral and written).
  • Working knowledge of another official UN language (Arabic, Chinese, Russian, and Spanish) is desirable.
  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
