The Programme Associate (Human Rights) supports the implementation of activities related to Human Rights, Humanitarian Law and Refugee Law within the Immigration and Border Governance Programme in Lebanon. The role involves assisting in monitoring, reporting, coordination, and capacity development activities related to Human Rights in border management contexts.
Responsibilities
- Assist in the implementation, monitoring and reporting on project activities related to Human Rights and the HRDDP within the IBG programme, under the guidance of the supervisor.
- Assist in collecting and compiling information related to Human Rights project activities and contribute to the preparation of reports on implementation progress and challenges.
- Assist in the implementation of Human Rights monitoring activities under the IBG programme.
- Retrieve, compile, summarize, analyse, and present information/data on Human Rights in IBG matters in Lebanon to support the availability of updated information to the mission.
- Draft briefing notes, status and annual reports, prepare presentations and other forms of documentations on relevant subjects as needed and requested.
- Assist in coordinating the implementation of activities on Human Rights in border management with local authorities, partners, UN agencies, intergovernmental and non-governmental organisations, donors and other stakeholders relevant to the project, including supporting meetings and exchanges conducted through the dialogue platform between civil society organisations and border management agencies.
- Support the organization of consultations on Human Rights in border management with border management agencies and the Border Control Committee.
- Assist in the preparation and organization of capacity development activities and materials related to Human Rights for border management agencies.
- Assist in the implementation and coordination of activities related to HRDDP within the IBG programme, including support to coordination with organizational stakeholders at mission, regional and headquarter levels.
- Perform other related duties as assigned.
Requirements
- High school diploma with five years of relevant experience; or, Bachelor's degree in Human Rights, Law, Political or Social Sciences, International Relations, Development Studies, Migration Studies, or related fields from an accredited academic institution with three years of relevant professional experience.
- Experience working in the area of Human Rights, including monitoring and capacity development.
- Experience in supporting coordination with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
- Knowledge of the Lebanese migration context, border management structures, referral mechanisms in place for the protection of migrants and responses implemented by UN and NGOs, community-based initiatives.
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
- Knowledge of international and regional Human Rights legal framework and mechanisms, as well as institutional mandates related to the position and of UN Human Rights methodologies, including UN HRDDP.
- Knowledge of Human Rights monitoring principles and reporting requirements.
- Ability to compile, analyse and present information relevant to Human Rights and contribute to reporting activities drawing on available sources of information, including open sources;
- Good research skills relevant to Human Rights law.
- Coordination skills with field partners and local authorities.
- Excellent written and verbal communication skills (English and Arabic).
- Computer/software literate (Microsoft Office).
- Fluency in English and Arabic is required (oral and written).
- Working knowledge of French is an advantage.
