The Education Programme Development Manager (PDM) is responsible for the design, development and implementation of the Education programme in Mozambique, focusing on literacy classes and Accelerated Learning Programme for out of school children at the primary level. The role includes technical leadership, project management, capacity building, coordination with stakeholders, and ensuring adherence to humanitarian principles and NRC policies.
Responsibilities
- Develop and update the Education strategy, technical SOPs/guidelines and Macro LFAs aligned with regional and global strategies and priorities
- Ensure compliance and adherence to NRC policies, Education tools, handbooks and guidelines
- Develop and manage funding proposals, project budgets and donor reports according to Financial Handbook and donor requirements
- Provide overall technical management of project staff
- Coordinate and manage Education project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
- Build capacity and transfer key skills to programme staff across the country
- Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/sectors/working groups
- Promote the rights of IDPs/returnees and ensure adherence to humanitarian principles
- Participate in Project Cycle Management (PCM) key events
- Oversee M&E of the project in Mozambique, including data collection, analysis and evaluation
- Develop Education advocacy messages
- Define, develop and grow NRC Mozambique’s Education programme ensuring relevance, needs-based and data driven approach
- Provide technical direction and effective management of Education projects consistent with NRC project management cycle
- Collaborate closely with the Area Manager on implementation of Education projects
- Contribute to the development of Country and Area strategies
- Lead capacity building activities and provide technical and implementation support to field-based Education staff
- Identify trends in technical standards, donor priorities and funding opportunities relevant for Education programme development
- Lead development of alliances with key Education actors
- Develop relevant tools and SOPs to ensure harmonized programme implementation
- Provide technical oversight of the overall Education programme
- Initiate and conduct new needs assessments relevant for Education Core Competency in coordination with other CCs
- Ensure key learnings are extracted and incorporated in programme and staff development
- Ensure Safe and Inclusive Programming standards are integrated and implemented
- Promote ideas for improvement, innovation and necessary changes in project approaches and activities
Requirements
- University Degree in Educational Sciences (Pedagogy)
- Minimum 5 years of experience from a senior level project implementation position in a humanitarian/recovery context
- Experience working in complex and volatile contexts
- Technical Education expertise
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in verbal and written English and Portuguese required
- Experience with facilitating trainings
- Knowledge of education context in Mozambique is a must
- Experience managing growing programmes
- Experience working in a start-up is an asset
- Understanding of SPHERE and INEE minimum standards
- Knowledge of psychosocial support programming
- Experience with youth and adolescent programming
- Experience building the capacity of a team and conducting large-scale trainings
- Candidates with a university and/or advanced degree preferred; significant experience in the field of education, PSS or child protection considered in lieu
