The Supply Chain Officer will be responsible and accountable for supply chain activities in the Country Office, ensuring delivery of quality goods and services to beneficiaries at optimal price and in a timely manner. The role involves strategic planning, coordination, monitoring, and management of supply chain operations including procurement, warehouse management, transport, and logistics information management.

Responsibilities

  • Contribute to the strategic planning for supply chain related activities of the Country Office in close collaboration with internal and external stakeholders and relevant units at HQ.
  • Conduct logistics capacity assessment and market research to inform decisionmakers about local market trends and developments.
  • Coordinate and monitor all supply chain management related tasks and activities including planning, budgeting, scheduling and provision of goods and services.
  • Prepare regular progress reports, statistical information and briefing notes as required.
  • Contribute to management of supply chain activities including procurement, warehouse management, transport and distribution, fleet, assets and facilities management, logistics information management and reporting.
  • Provide support, guidance and training to relevant staff on policies, rules and regulations related to supply chain.
  • Identify supply chain bottlenecks and propose process optimizations to ensure timely and efficient delivery of quality goods and services.
  • Review procurement requests, identify service providers, evaluate vendor performance, maintain a pool of qualified vendors.
  • Solicit bids, quotations and tender documents, oversee bidding process, analyze offers, conduct appraisals and select suppliers, prepare purchase orders and ensure receiving authorization.
  • Liaise with programme management to prepare and issue Call for Proposals and bidding documents ensuring fair and transparent bidding processes.
  • Ensure timely submission of asset, procurement and other reports within the Country Office, Regional Office and HQ departments.
  • Contribute to establishment and management of internal control mechanisms for Supply Chain Management to safeguard assets and prevent fraud.
  • Support and monitor maintenance and repair of office facilities including preventive maintenance and maintenance agreements.
  • Provide training and guidance to SCM staff, monitor and support their professional development.
  • Participate actively in UN inter-agency meetings and forums related to supply chain management and collaborate on resource sharing and UN global initiatives.
  • Perform other duties as assigned.

Requirements

  • Master’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with two years of relevant professional experience; or, University degree in the above fields with four years of relevant professional experience.
  • Experience in managing diverse procurement and logistics operations.
  • Demonstrated experience in training and supervising teams of co-workers, managing vendors and suppliers.
  • Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system and processes as they apply to procurement and logistics.
  • Excellent level of computer literacy and good knowledge of SAP is an advantage.
  • Fluency in English is required (oral and written).
  • Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
