See your match score & applyThe Head of Resources Management is responsible for supervising and managing the budgetary, financial, Human Resources and other administrative functions in the Country Office and/or Sub-Office(s). The role includes oversight of financial expenditure, treasury management, budget preparation, internal controls, HR management, supply chain services, ICT supervision, and serving as Officer-in-Charge in the absence of the Chief of Mission.
Responsibilities
- Monitor and oversee the financial management for all activities in the Country Office including oversight of financial expenditure and accountability.
- Undertake financial analysis of all Country Office activities in coordination with the Chief of Mission and Senior Regional Resources Management Officer.
- Supervise treasury management by forecasting cash flows according to Country Office and Sub-Office activities.
- Monitor and control funds disbursed; validate funding receipt and disbursement in accordance with donor agreements.
- Prepare programme and budget reports in accordance with IOM regulations and procedures.
- Review monthly accounts of the Country Office.
- Prepare financial analysis of projects, oversee budget control process and analyze variances between budget and actual expenditures.
- Assist Chief of Mission and Project Managers in budget preparation for new projects and programmes.
- Provide technical support to project managers to ensure compliance with IOM instructions in administration, finance, and human resources.
- Maintain and strengthen internal controls to safeguard assets and prevent fraud.
- Inspect payroll versus budgets and validate salary allocations consistent with projectization criteria.
- Review and recommend improvements to internal monitoring, evaluation and control systems.
- Manage Human Resources function and make recommendations on recruitment and personnel administration.
- Oversee Supply Chain services including contracts, fleet management, premises maintenance, and support services.
- Liaise with Office of Legal Affairs and Global Procurement Supply Unit for review and approval of agreements and purchase orders.
- Supervise ICT staff to ensure compliance with IOM standards and regulations.
- Supervise and train local staff on administrative and financial policies and procedures.
- Participate in UN meetings such as UN Operations Management Team or ONE UN working groups as required.
- Serve as Officer-in-Charge of the Country Office in absence of the Chief of Mission.
- Perform other duties as assigned.
Requirements
- Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience.
- Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
- Experience in Financial and Human Resources Management at the international level.
- Field experience, including coordination and cooperation with international institutions and coordination bodies.
- Experience in supervising the development and implementation of administrative control procedures, coordinating external auditing exercises.
- Experience using corporate IT systems and software.
- Knowledge of IOM/UN finance, Supply Chain and HR procedures and rules.
- Advanced knowledge of Microsoft Office, especially Excel.
- Knowledge of International Public Sector Accounting Standards (IPSAS).
- Knowledge of Oracle is highly desirable.
- Fluency in English (oral and written) is required.
- Working knowledge of Arabic and another official UN language (Chinese, French, Russian, Spanish) is an advantage.
