The Liaison Officer serves as the in-country focal point for communication and coordination between the International Impartial and Independent Mechanism and relevant Syrian authorities, institutions, and stakeholders. The role involves fostering effective working relations, providing operational and logistical support, supporting official meetings and events, and advising on issues related to the Mechanism's mandate in Syria.
Responsibilities
- Fosters effective working relations with the Syrian authorities, UN Country Team colleagues and counterparts, civil society actors, and other national and international partners.
- Provides in-country operational and logistical support to the Mechanism, including support to missions and in-country staff, and contributes to a shared understanding of the Mechanism’s mandate and operations amongst relevant stakeholders.
- Supports preparations for official meetings, events and visits to Syria, including through the provision of secretariat services, drafting talking points and speeches for the Head of Entity.
- Provides information and analysis to the Political Affairs Officer to advise the Head of Entity and Leadership Team on issues related to the Mission's mandate, including the transitional justice and criminal accountability process in Syria.
- Assesses implications and makes recommendations on possible policies, strategies and other measures to advance mandated objectives.
- Monitors and reports on programme/project development and implementation in Syria in coordination with the Programme Management Officer.
- Supervises and monitors the work of officers under his/her responsibility in undertaking the full range of their duties.
- Carries out other duties as assigned.
Requirements
- Advanced university degree (Master's degree or equivalent) in social sciences, political science, international relations, public administration, anthropology, law, economics, or related area is required.
- A first-level university degree with a combination of two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of seven (7) years of progressively responsible experience in programme management, political affairs, diplomacy, or related field is required.
- A minimum of two (2) years' experience in field operations, political outreach, facilitation, analysis, advising or reporting is required.
- Experience in multilateral engagement or diplomacy is required.
- Experience working in the MENA region is required.
- Experience working in Syria is desirable.
- Experience in conflict or post-conflict contexts is desirable.
- Experience working in the areas of justice and accountability is desirable.
- Experience opening a field office is desirable.
- Experience leading teams in multi-cultural settings, including management and coordination of multi-disciplinary teams is desirable.
- English and Arabic are required at UN Level III for reading, writing, listening, and speaking.
