The Supply & Logistics Specialist manages supply chain operations for a small country office or emergency response operation, including planning, procurement, contracting, customs clearance, warehousing, transportation, distribution, and monitoring. The role involves close collaboration with programme teams and providing technical support to governments and partners to strengthen supply chain management and operational effectiveness.
Responsibilities
- Manage supply chains of a small country office, small-scale emergency response operation, or specific components of a larger supply operation.
- Oversee supply chain operations including planning, procurement, contracting, customs clearance, warehousing, in-country transportation, distribution, and monitoring of supplies, services, and construction works.
- Work closely with programme teams to define and implement supply interventions addressing programmatic needs and contributing to results for children.
- Provide technical and advisory support to governments, national systems, and implementing partners on supply chain management to strengthen operational effectiveness, compliance, and sustainability.
Requirements
- Master or equivalent (Advanced University Degree) in Business Administration, Management, Economics, Supply Chain Management, Logistics, Procurement, Contract law, Commercial Law, International Development, Health, social science and any other related fields.
- At least 5 years of relevant work experience in supply, logistics, procurement, contracting, administration, and any other related fields.
- Fluency in French is required.
- Knowledge of another official UN language (Arabic, Chinese, English, Russian or Spanish) or a local language is desirable.
- Experience supporting an active outbreak or emergency response (e.g., Ebola, cholera, measles, mpox, displacement, or a declared L2/L3 emergency), preferably in the Democratic Republic of the Congo or comparable fragile, conflict-affected, and resource-constrained environments is desirable.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts is desirable.
- Experience gained in a humanitarian, emergency, or public-health-emergency setting.
- Experience working with and/or through counterparts (Government and decentralized authorities, UN agencies, cluster and coordination mechanisms, implementing partners) to deliver measurable results in insecure or hard-to-reach areas.
- Ability to resolve difficult, complex and sensitive situations often under pressure.
- Ability to initiate and manage change in a diverse environment.
- Ability to clearly and concisely express ideas and concepts in written and oral form.
- Ability to manage and monitor the effective use of financial and material resources.
- Ability to supervise and direct a team of professional and support staff.
- Ability to work strategically to realize organizational goals, develop strategies, set clear visions.
- Strong communication and negotiation skills to establish and maintain trusted partnerships for achievement of objectives and to develop close and effective working relationships with diverse stakeholders.
- Ability to identify and analyze systemic issues, formulate opinions and make conclusions and recommendations to resolve same.
- Skill in the identification of new opportunities or requirements to meet challenges in the field and propose changes.
- Strong knowledge of latest developments and technology in supply chain management.
- Strong understanding of supply chain processes, from programme needs assessment, through planning, procurement and contracting, logistics and delivery, monitoring and evaluation.
- Strong overall knowledge and understanding of UNICEF programmes, public procurement principles, financial and legal aspects of supply chain issues, ethics and risk management of supply chain operations.
