The consultant will contribute to the objectives of the project aimed at the care, protection, and effective access to the asylum system for asylum seekers and refugees in El Salvador, in accordance with applicable national and international regulations. Responsibilities include providing comprehensive guidance, legal analysis, case documentation, and coordination with relevant agencies to ensure protection and support for refugees and asylum seekers.
Responsibilities
- Provide comprehensive guidance on the asylum system in El Salvador, instructing users on regulatory documentation and available services.
- Coordinate recreational activities for children and adolescents during interviews.
- Manage and coordinate interpretation logistics to expedite procedures before the subcommission.
- Attend training and awareness sessions of involved institutions.
- Support information search on Country of Origin Information (COI) to inform subcommission procedures.
- Notify hearings to asylum seekers, CODER Secretariat, UNHCR and partner agencies.
- Conduct interviews for case documentation as required.
- Prepare legal analyses of assigned cases.
- Draft admissibility or inadmissibility resolutions and technical recommendations based on interviews.
- Maintain and update physical and digital case files for internal subcommission archives.
- Meet interview and resolution targets within stipulated timeframes.
- Prepare and update hearing schedules.
- Support preparation of meeting minutes and subcommission activities.
- Prepare statistical and narrative reports on subcommission activities.
- Maintain case files, manage hearing agendas, and prepare management reports.
- Coordinate with UNHCR and partners to activate and provide protection services.
- Report relevant developments to immediate institutional coordination.
- Ensure confidentiality and secure handling of information.
- Comply strictly with subcommission regulations, Ministry of Foreign Affairs internal work regulations, and national legislation.
- Perform other related duties as assigned by immediate supervisor.
- Submit monthly reports to UNHCR El Salvador and partners including number of hearings, resolutions, notifications, and other agreed activities.
Requirements
- Lawyer with current authorization from the Supreme Court of Justice of El Salvador.
- Two years of verifiable work experience in Human Rights.
- Two years of verifiable work experience in direct care and case management of persons with protection needs and vulnerable profiles.
- Knowledge of international protection, international and national human rights law, refugee law, and the Inter-American Human Rights System.
- Fluency in Spanish and knowledge of English.
- Computer literacy / Microsoft Office skills.
- Knowledge in Protection and Solutions.
- Familiarity with guidelines, norms, and indicators related to protection.
- Understanding of principles and framework for the protection of refugees.
- Adherence to IRC professional conduct standards including integrity, service, equality, and accountability.
