Lead and design strategies, policies and governance frameworks for UPU remuneration systems. Provide authoritative advice, coordinate projects, and represent UPU externally on remuneration matters. Manage resources and lead the Remuneration Unit to ensure delivery of assigned work and modernization of remuneration systems.

Responsibilities

  • Lead and help design, develop, and formulate strategies, policies and governance frameworks for all aspects of physical services remuneration systems and improve methods of managing, modernizing and integrating these systems.
  • Provide authoritative advice to General Management and other directorates and programmes on matters related to UPU remuneration systems.
  • Initiate, plan, supervise and coordinate, through subordinate managers and experts, the projects and activities of functionally specialized units of the program to ensure the accomplishment of tasks.
  • Lead, coordinate and ensure delivery of the work assigned by Congress to the Council of Administration (CA) in the areas covered by the position.
  • Lead, coordinate and supervise the analysis of trends that could impact the postal sector, and formulate development plans and procedures to modernize and integrate the UPU remuneration systems in line with such trends.
  • Lead complex studies and projects, moderate high-level negotiations, and implement and manage programs and cross-functional activities relevant to the UPU remuneration systems.
  • Represent the UPU to external organizations and at meetings, conferences, workshops, etc., where remuneration matters are concerned.
  • Ensure secretariat to relevant UPU bodies and especially to the Council of Administration (CA) Committee in charge of Remuneration Governance, the Postal Operations Council (POC) Standing Group in charge of the Remuneration Integration and the Congress Committee dealing with remuneration matters.
  • Lead and coordinate studies on remuneration systems, set priorities, give guidance, assess feasibility and coordinate the presentation of their results with added-value comments and integrate recommendations for improvements.
  • Lead and coordinate activities to ensure accurate publication of country specific rates for each different remuneration system in line with UPU’s bodies requirements and regulations and in particular, on the implementation of the new parcels remuneration system adopted by the 2025 Congress, whose first publication of parcels rates applicable in 2027 are due by 1 July 2026.
  • Lead and coordinate work to ensure the phase-in implementation of the new parcels rate system adopted by the 2025 Congress and phase-out of the Inward Land Rate System (ILR) through the transition period of 2027 to 2030.
  • Provide authoritative guidance and advice on complex and unusual issues related to all aspects of remuneration systems to the UPU bodies and the UPU members.
  • Direct activities to scope and formulate, design models and/or procedures to modernize and integrate the UPU remuneration systems.
  • Build relations and strengthen cooperation with internal and external stakeholders including DPRM, DOP, DCDEV, DAJ, member countries, designated operators and 3rd party suppliers.
  • Prepare the budget, ensure an efficient allocation of budget resources and their management and take corrective measures as required.
  • Lead the team members of the program, evaluate their performances and work in conjunction with the DPRM Director to ensure their professional development.
  • Define and allocate the annual objectives ensuring synergies between staff, set priorities.
  • Provide guidance and advice on complex technical, political and governance remuneration issues.
  • Coordinate work to ensure the quality of the content of documents prepared by the Unit for submission to the relevant UPU bodies as well as availability on time.
  • Coordinate the organization of the meetings of the relevant UPU bodies including the preparation of documents, reports, and distribution and dissemination of information.
  • Provide advice and guidance to (Co-)Chairs of the relevant UPU bodies, ensure follow up and implementation of decisions made and recommendations.
  • Coordinate the preparation of and present documents, provide advice and expertise for the relevant UPU bodies.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in economics, business administration, international business, international postal management, or any such related fields, or first University degree (Bachelor’s degree or equivalent) in the aforementioned areas with the stipulated additional years of experience.
  • With advanced university degree, at least 10 years of experience with the UPU remuneration are required.
  • With a first level university degree at least 12 years of experience with UPU remuneration systems are required.
  • Extensive knowledge of the international postal services and business and UPU remuneration systems is required.
  • Extensive knowledge of regulatory and operational issues and questions on pricing and remuneration in the postal sector is required.
  • Knowledge of macroeconomic issues and how these relate to postal sector and its socio-economic trends is required.
  • Knowledge of sources for data collection as well as quantitative technical analyses is desirable.
  • Familiarity with the working of the UPU bodies, resulting from participation in the meetings of these bodies is desirable.
  • Proficiency in English is required.
  • Working knowledge of French would be an asset.
