The Deputy Secretary-General of ASEAN for Community and Corporate Affairs (DSG CCA) assists the Secretary-General in leading the Community and Corporate Affairs Department, overseeing multiple directorates and divisions to ensure effective implementation of corporate support functions and alignment with ASEAN's strategic objectives.
Responsibilities
- Oversee the functions of Directorates and Divisions of the Department, managing implementation of corporate support functions including core corporate and community services, ensuring prioritisation and alignment to policy objectives.
- Represent the ASEAN Secretariat at external meetings relating to the mandate and priorities of the Secretariat including Senior Officials Meetings, Ministerial Meetings and other key policy decision committees.
- Provide recommendations on matters of strategic and policy significance and input to relevant meetings to facilitate decision-making.
- Manage external relationships and develop a network of contacts within ASEAN bodies and Regional and International Organisations to facilitate the work of ASEC.
- Contribute to the collective leadership of the Secretariat and model the Secretary-General’s publicly stated Core Principles.
- Advise the Secretary-General on requested matters and liaise with other Deputy Secretaries-General to ensure policy and operational consistency.
- Fulfil responsibilities as a member of ASEC’s Executive Committee (EXCOM) and represent EXCOM positions to CCA staff.
- Ensure effective communication of EXCOM decisions to CCA staff and act as Officer-in-Charge of ASEC when requested.
- Establish and maintain appropriate governance frameworks for ASEC, providing guidance to Directors and monitoring compliance with regulations and policies.
- Oversee corporate development of ASEC, monitor effectiveness of systems and procedures, initiate reviews, and provide guidance on resource mobilization and professional development.
- Provide leadership aligning Department activities with ASEC’s mandate, set performance goals, communicate directions, motivate staff, and exercise disciplinary actions as needed.
- Direct, guide and manage Directorates and Divisions, monitor progress, assess performance, address shortcomings, and prioritize work in response to emerging issues.
- Promote collaboration among Directorates and Divisions, set objectives, develop work plans, and ensure mechanisms for effective response to ASEC requirements.
- Ensure continuing professional development through performance management, coaching, counselling, and appraisal of subordinates.
Requirements
- Advanced degree in one of the following disciplines: Public Administration, Public Policy, Business Administration/Business Management, International Relations, Law, Corporate Communications, or related disciplines.
- At least fifteen (15) years of experience with a proven track record in government, inter-governmental, international organization, and/or multi-national organization.
- Experience in dealing with a wide spectrum of corporate planning and developmental co-operation both in regional and international environment.
- A solid understanding of international and regional issues, and knowledge of and commitment to ASEAN ideals.
- High-level ability to lead and motivate staff in a dynamic, multi-cultural and demanding environment.
- High-level interpersonal, negotiation and communication skills, including experience in cross-cultural environment and international settings.
- High-level ability to develop and maintain sound working relationships with government representatives, public and private sector organisations and other stakeholders.
- Commitment to consultative and collaborative approaches and work practices.
- Excellent command of English, written and spoken.
- Familiarity with diplomatic practices and protocol and willingness to travel frequently on short notice.
- The age limit for each applicant shall not be more than 57 years old. ASEAN Secretariat Staff shall not be retained in active service beyond the age of 60 years.
