The consultant will contribute to the production of independent analyses on WFP interventions in Guinea, including final evaluations, mid-term reviews, baseline studies, and other analyses to strengthen accountability, institutional learning, and evidence-based decision making. The role involves methodological development, data collection and analysis, and reporting under the supervision of the M&E Manager.
Responsibilities
- Develop methodological notes adapted to the Guinean context
- Develop data collection tools (digital questionnaires, qualitative guides)
- Conduct data collection (surveys, focus group discussions, interviews with local authorities, beneficiaries, partners)
- Ensure quality, validation and cleaning of data
- Analyze data using appropriate quantitative and qualitative approaches
- Evaluate projects according to OECD/DAC criteria (relevance, effectiveness, efficiency, impact, sustainability)
- Integrate cross-cutting dimensions: gender, protection, inclusion, accountability to affected populations (AAP)
- Write clear, structured reports compliant with WFP standards
- Present results to stakeholders (WFP, Government, technical and financial partners)
Requirements
- Master or equivalent degree in Economics, Statistics, Monitoring & Evaluation, Agronomy, Nutrition, Social Sciences or related field
- At least 5 years of experience in monitoring and evaluation
- Experience in similar contexts in West Africa, ideally Guinea
- Experience conducting baseline studies, final evaluations, and project reviews
- Experience with UN agencies, international NGOs or public institutions is highly desirable
- Mastery of evaluation methods (quantitative and qualitative)
- Good knowledge of the socio-economic context of Guinea
- Proficiency with digital data collection tools (Kobo, ODK, SurveyCTO)
- Strong analytical skills (Excel, SPSS, STATA, Power BI)
- Excellent writing skills
- Ability to work in rural and sometimes difficult areas
- Excellent French language skills
- Intermediate English language skills desirable
- Knowledge of local languages (Soussou, Peulh, Malinké, etc.) is a strong asset
