The position contributes to the development of technical and analytical content for strategic projects and initiatives of the Social and Economic Development Unit, focusing on applied knowledge generation for public policy. The role involves substantive analysis, documentary and methodological reviews, evidence integration, and production of technical inputs related to human development, inequality, territorial development, and socio-environmental dynamics at the subnational level in Mexico.

Responsibilities

  • Contribute to the development of technical analysis and applied knowledge generation for public policy at the subnational level in Mexico.
  • Develop technical analyses and analytical products related to human development, inequality, territorial development, sustainability, socio-environmental phenomena and subnational public policies.
  • Prepare documentary reviews, specialized literature syntheses, conceptual frameworks and comparative analyses on priority topics for the Unit.
  • Integrate and systematize quantitative and qualitative information from statistical, administrative, territorial and documentary sources to prepare technical inputs.
  • Contribute to emerging analytical lines and evidence generation aimed at strengthening policy design, implementation and evaluation processes.
  • Prepare technical reports, executive presentations, concept notes and other specialized products aimed at decision-makers and strategic actors.
  • Support methodological development and production of technical content.
  • Contribute to the design and strengthening of methodological tools, analytical frameworks and work approaches for Unit projects and initiatives.
  • Participate in the preparation of technical and strategic content related to human development, inequality, territorial development, sustainability and development financing.
  • Support territorial analysis and evidence generation for projects developed with subnational governments and other institutional actors.
  • Contribute to the systematization and technical integration of inputs developed by consultancies, research teams and external actors.
  • Contribute to technical articulation and institutional strengthening processes.
  • Participate in technical meetings, coordination spaces and articulation processes with public institutions, academia, international organizations and other strategic partners.
  • Support technical follow-up of projects, analytical products and consultancies linked to Unit initiatives.
  • Contribute to knowledge management, learning systematization and institutional capacity strengthening.
  • Support preparation of technical inputs required for institutional planning, monitoring and reporting instruments of UNDP.
  • Perform other functions within the functional profile necessary for the efficient operation of the Office and Organization.
  • Comply with operational and institutional processes required by UNDP, including mandatory courses, administrative guidelines and role-related requirements.
  • Participate in training and organize informational sessions on internal procedures for project staff.
  • Support capacity strengthening activities including design and delivery of tools, workshop materials or platforms leveraging collective intelligence and mobilizing action.
  • Support dissemination and exchange of relevant data and lessons learned within the country office and regionally.
  • Stay informed of emerging best practices nationally, regionally and internationally related to project work.
  • Make valuable contributions to knowledge networks and communities of practice.
  • Support collection and systematization of project knowledge, products and tools and their broad distribution to partners.

Requirements

  • Secondary education is required (high school certificate).
  • University studies (Bachelor's degree) in Economics, Public Policy, Public Administration, Regional Development, Social Sciences, International Relations or related disciplines will be duly considered but are not mandatory.
  • Desirable to have postgraduate studies or specialization in Public Policy, Evaluation, Territorial Development, Public Finance, Sustainable Development or related topics.
  • Minimum 6 years (with high school certificate) or 3 years (with bachelor's degree) of relevant experience in rigorous technical analysis applied to public policies and territorial development, including descriptive, comparative analysis, literature review and synthesis, trend analysis and exploration of relationships among socioeconomic, territorial, fiscal and environmental variables.
  • Experience in applied research and development of methodological approaches for analysis of complex public problems, as well as systematization and integration of quantitative and qualitative information from statistical, administrative, documentary and territorial sources.
  • Experience in generating substantive analytical products of high quality, including technical reports, methodological documents, concept notes, executive presentations and other inputs aimed at decision-making and strengthening public policies.
  • Experience applying analytical frameworks related to human development, inequality, sustainability, social inclusion, socio-environmental dynamics and territorial development, and ability to contribute to emerging analytical lines linked to these agendas.
  • Experience coordinating and technically following up on the generation of analytical inputs and specialized products, including interaction with consultancies, research teams and institutional actors, as well as oral and written communication skills to translate complex technical analysis to different audiences.
  • Experience with analysis and data visualization tools including Excel and PowerPoint; knowledge of R, Stata, Python, Power BI or similar tools is desirable.
  • Experience in applied research oriented to evidence generation for public policy, including preparation of technical analyses, literature reviews, conceptual frameworks and position papers.
  • Experience producing technical and analytical content on human development, inequality, sustainability or public policy topics.
  • Experience analyzing intersections between human development, territorial inequalities and socio-environmental dynamics.
  • Experience integrating and analyzing statistical, territorial, budgetary or socioeconomic information for analytical product development.
  • Previous experience in international organizations, cooperation agencies, research centers, academia or specialized consultancy.
  • Fluency in Spanish is required.
  • Basic knowledge of English is required.
  • Applicant must be a Mexican citizen in full exercise of their rights, or a foreigner whose migratory status allows the function to be performed.
