The Associate Programme Officer (Finance and Budget) supports the Crime Prevention and Criminal Justice Regional programme and the Lebanon Programme Office by assisting with budget administration, financial management, and knowledge sharing. The role involves financial implementation, budget monitoring, grant management, and providing financial guidance to programme teams in compliance with UN financial rules and regulations.

Responsibilities

  • Work with key clients to facilitate the financial implementation of the assigned programmes/projects/grants, ensuring full compliance with UN financial rules, policies, and regulations.
  • Assist in the creation and revision of programme/project documents, contributing to strategic planning and financial oversight in the Integrated Planning, Management and Reporting (IPMR) system.
  • Act as the Focal Point for the creation of grants and budgets for the criminal justice portfolio, ensuring correct allocation of amounts per country.
  • Assist in cost estimate reviews, monitoring and reviewing programme/project budgets and expenditures, ensuring compliance with donor agreements and work plans.
  • Prepare and review budget proposals for project documents and revisions to submit to donors.
  • Provide support in preparing, coordinating, monitoring and reporting on programme budget financial reports per country and grants.
  • Provide financial guidance to the Criminal Justice Team and POLBN grants on resources, challenges, and funding implications.
  • Facilitate closure of financial agreements, monitor open commitments to ensure timely closure of grants and issuance of final financial reports.
  • Prepare terms of reference for consultants/experts.
  • Prepare and contribute to field missions and capacity-building activities, including meetings, training workshops, and events.
  • Act as quality control in administrative, operational and financial procedures and guide Project/Programme Assistants and Associates.
  • Act as UNODC focal point in the Operations Management Team in Lebanon and ESCWA for administrative processes.
  • Contribute to data collection and analysis, providing insights through data visualization for planning and reporting.
  • Perform other work-related duties as required.

Requirements

  • An advanced university degree (Master’s degree or equivalent) in business or public administration, management, finance, economics, or a related field is required.
  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Public or International Accounting certification is desirable.
  • A minimum of two (2) years of progressively responsible professional work experience in finance, administration, budget, business administration, or a related area is required.
  • Work experience with financial support, including financial analysis and budget monitoring, for a technical assistance programme is required.
  • Work experience with an Enterprise Resource Planning (ERP) system is required.
  • Experience with SAP/Umoja, is desirable.
  • Experience at the national or international level in programme management and financial monitoring of projects is desirable.
  • Experience in financial management analysis and budget monitoring is desirable.
  • Experience with the United Nations System or similar international organization is desirable.
  • Experience in data analytics or related area is desirable.
  • English is required at UN Level II for reading, writing, listening, and speaking.
  • Arabic is required at UN Level II for reading, writing, listening, and speaking.
