Development of Artificial Intelligence Strategy for Aqaba Governorate (Jordan)

The consultant will develop a comprehensive AI strategy tailored to Aqaba Governorate, aligning with Jordan's national AI and digital transformation strategies. The strategy aims to modernize government services, optimize logistics, develop smart tourism, and support sustainable growth through AI adoption, governance, and capacity building.

Responsibilities

• Review national digital documents and existing policies in Jordan related to digital transformation and innovation.
• Review data infrastructure, governance frameworks, and institutional capabilities.
• Review regional and international best practices related to AI strategies and policies.
• Identify and engage main national stakeholders, conduct interviews and meetings, and document findings.
• Contribute to sectoral workshops to discuss needs and priorities.
• Analyze existing policies, legislation, regulatory frameworks, and current initiatives.
• Assess digital maturity and AI readiness within ASEZA and relevant stakeholders.
• Conduct gap analysis and develop SWOT analysis.
• Define Aqaba's strategic positioning such as Smart Port, Smart Tourism Destination, Green AI Hub.
• Prepare AI strategy including vision, mission, objectives, strategic pillars, initiatives, priority use cases, governance, risk management, and monitoring and evaluation.
• Present draft strategy in stakeholder workshop and incorporate feedback.
• Deliver a refined, actionable AI strategy.
• Ensure gender equality and youth integration throughout the research work using gender-sensitive language.

Requirements

• A Master's degree in ICT, technology, engineering, computer science or a related field is required.
• A Ph.D. degree is desired.
• All candidates must submit a copy of the required educational degree.
• Incomplete applications will not be reviewed.
• At least 5 years of experience and research in the domain of digital technologies is required.
• Previous experience in management and planning is required.
• Previous experience in the delivery of research papers is desirable.
• Previous experience in the development of national AI strategy is desirable.
• Fluency in English and Arabic is required (fluent in speaking, reading, writing, and understanding).
