The Head of Sub-Office is responsible and accountable for overall management and administration of the IOM Sub Office in Bentiu, coordinating the implementation of IOM programming in line with policies and standards. The role includes managing operational, human resources, administrative, financial, and supply chain functions, and liaising with government authorities and partners.

Responsibilities

  • Manage the Operational, Human Resources, Administrative, Financial, and Supply Chain functions of the Sub-Office in accordance with IOM’s rules and regulations and streamline institutional procedures.
  • Lead management, recruitment, training, and capacity building of Sub-Office staff and contractors based on programme assessment and budget.
  • Participate in meetings with Government Authorities, International Organizations, NGOs, voluntary agencies, public media, and Private Sector.
  • Maintain and strengthen working relationships with governmental authorities, international organizations, NGOs, and other stakeholders in migration management.
  • Contribute to design and development of new projects in coordination with CoM and Programme Management.
  • Ensure adherence to safety and security procedures for staff, premises, and assets in coordination with UNDSS and stakeholders.
  • Monitor and support implementation and reporting of programme activities in line with IOM standards and donor agreements.
  • Provide regular updates to CoM on programme progress, achievements, challenges, donor liaison, and opportunities for expansion.
  • Assess operational challenges and provide technical support to ensure efficiency and cost-effectiveness.
  • Ensure visibility of IOM and donors as per donor agreements.
  • Perform other relevant duties as assigned.

Requirements

  • Master’s degree in Political or Social Sciences, Humanitarian Affairs, Law, International Relations, Disaster Risk Reduction/Disaster Risk Management, or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • Experience in managing humanitarian, complex, and post-conflict emergencies at an international level.
  • Experience in liaison with the government authorities, donors, national/international institutions, and multi-stakeholders.
  • Experience in project development and reporting.
  • Experience in programme implementation, monitoring and evaluation; and, Experience working in the region.
  • Proven knowledge of migration management principles, concepts, and techniques.
  • Expertise in post-conflict/emergency operations.
  • Ability to lead and coordinate multiple activities and work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
  • Proven ability to manage a larger operation in the developing world.
  • Ability to work well under pressure and in difficult conditions.
  • Excellent communication and negotiation skills, project development skills, and ability to draft clearly and concisely.
  • A high degree of computer literacy.
  • Fluency in English (oral and written) is required.
  • Working knowledge of Arabic is an advantage.
