The Senior Human Resources Associate operates within the Human Resources Administration Unit at the Global Shared Services Centre, providing specialized HR administration services related to contract administration and entitlements for IOM staff in the Professional category worldwide. The role involves processing, reviewing, and analyzing personnel actions, providing guidance on complex cases, and supporting HR operations across onboarding, contract administration, and benefits.

Responsibilities

  • Process, review, and validate HR administration actions within the assigned specialization in accordance with the HRAU International Transaction Approval Matrix and established Standard Operating Procedures (SOPs).
  • Provide guidance to staff and stakeholders on HR policies, procedures, and entitlements, promoting consistent interpretation and application of relevant provisions and supporting resolution of complex and non-routine cases.
  • Serve as a resource person for complex, non-standard, or high-risk HR cases prior to referral to the National HR Officer, conducting detailed analysis and providing guidance on policies and procedures.
  • Review HR actions prepared by Senior HR Associates, assessing accuracy, completeness, and compliance before validation or approval, identifying recurring issues and areas for corrective action.
  • Maintain and validate HR master data in ERP systems, supporting data integrity and audit compliance.
  • Coordinate closely with Payroll, REC, Mission and BUD, and other stakeholders to address payroll, contractual, or entitlement risks.
  • Contribute to development, review, and updating of SOPs, desk guidance notes, and internal controls based on analysis of complex cases and operational trends.
  • Monitor transaction trends, recurring issues, and workload distribution, proposing corrective or preventive actions to strengthen service quality and compliance.
  • Support surge capacity, desk backstopping, and cross-desk coordination, providing guidance and knowledge-sharing to HR personnel handling complex cases.
  • Perform other related duties in support of HRAU International operations.
  • Process onboarding transactions for Professional staff including external recruitment, inter-agency transfers, secondments, loans, JPOs, and category changes.
  • Process cross-boarding actions for Professional staff including mobility exercises and approved memoranda.
  • Validate onboarding and cross-boarding actions for lower-grade staff categories within delegated authority.
  • Apply hiring-related entitlements and coordinate with Payroll.
  • Provide technical guidance and functional support to G6 processors during peak onboarding periods.
  • Process and/or validate contract-related actions including contract extensions, conversions, special leave without pay, assignments, and special leave with full pay.
  • Act as validator for separation actions, terminal emoluments, and Certificates of Service.
  • Review and validate time management transactions with payroll impact including complex leave and flexible working arrangements.
  • Support compliance with separation clearance, SLWOP clearance, and payroll cut-off timelines.
  • Provide technical support to Senior HR Associate staff handling offboarding and contract administration transactions.
  • Process and/or validate benefits and entitlements for Professional staff cases including interim allowance, advancement within grade, and salary-related actions.
  • Act as validator for allowances, personal status changes, and entitlement adjustments within delegated thresholds.
  • Coordinate with Payroll to prevent financial discrepancies or staff hardship.
  • Maintain comprehensive audit trails and supporting documentation for entitlement decisions.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Psychology or related field with five (5) years of relevant professional experience; or High school diploma with seven (7) years of relevant experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • Experience in Human Resources Management and personnel administration.
  • Experience using an ERP system.
  • Experience in an international organization, non-government or government organization, in a multi-cultural setting, is an advantage.
  • Advanced knowledge of Microsoft Office Suite.
  • Knowledge of IOM/UN HR procedures and rules is an asset.
  • Knowledge of Systems, Applications and Products in Data Processing (SAP) highly desirable.
