The Human Rights Officer is responsible for coordinating and supporting human rights activities within the Regional Liaison Team for Europe and Central Asia, including engagement with stakeholders, data analysis, capacity building, and ensuring integration of human rights issues in political and humanitarian efforts.
Responsibilities
- Attend and report on OHCHR meetings and engagements with Permanent Missions and other stakeholders, providing relevant notes and feedback.
- Facilitate coordination between the Regional Hub for ECA and Geneva-based OHCHR entities and mechanisms.
- Interact with civil society representatives in Geneva, notably during Human Rights Council sessions.
- Plan and coordinate activities related to thematic and country mandates on human rights, including from a gender perspective.
- Collect and analyse human rights data and indicators in country/region of assignment, including gender-specific data and indicators.
- Provide support to sub-commissions, commissions and other bodies; follow-up on implementation of decisions rendered by policy-making bodies.
- Ensure human rights issues, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programme.
- Define work plan for area assigned in accordance with established terms of reference.
- Assist country military and police to develop and implement a training program in the field of human rights, international humanitarian law, democracy and the rule of law, with attention to gender perspectives.
- Supervise field verification work through periodic visits; follow up on different cases and situations verified by the regional offices.
- Represent UN human rights programme at working level meetings.
- Direct capacity-building efforts on human rights in region/country of assignment.
- May provide guidance to new/junior staff.
- Perform other related duties as required.
Requirements
- Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field.
- A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
- A minimum of five (5) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.
- English is required at UN Level III proficiency in reading, writing, listening and speaking.
- Russian is desirable at UN Level III proficiency in reading, writing, listening and speaking.
