The National Border Governance Officer supports the coordination and monitoring of migration management and border governance activities in Libya. The role involves liaising with government counterparts, supervising national staff, and contributing to programme development and implementation under the guidance of senior management.

Responsibilities

  • Support the Senior IBG Programme Coordinator in the planning, coordination and monitoring of the implementation of the IBG Programme portfolio in close coordination with relevant partners (national authorities, national and international agencies, diplomatic missions, partner NGOs).
  • Liaise with the relevant line ministries and national counterparts to support coordination and facilitate the implementation of border governance activities.
  • Supervise and provide guidance to national IBG staff on the implementation of assistance provided to SAR and border management authorities and monitor the timely delivery of planned activities and support to the designated beneficiaries.
  • Conduct and report on regular field visits and provide recommendations for effective and efficient implementation of programme activities.
  • Liaise with government officials in relevant line ministries to support collaboration and facilitate the implementation programme activities.
  • In close coordination with the Chief of Mission, support the implementation of IOM activities related to Migration Management, particularly regarding government coordination at the strategic level, and ensure organizational coherence in the Mission relations with government counterparts in the Ministry of Interior and other related entities.
  • Analyse and regularly brief the Chief of Mission regarding government approaches and composition, public perceptions, media and any other socio-political trend that may be of relevance / affect IOM activities and operations.
  • Identify risk factors and other challenges to the ongoing operations and provide recommendations to the Senior Programme Coordinator (IBG) and to the Chief of Mission.
  • In coordination with the Programme Development Support Unit, contribute inputs and recommendations for programming development, adjustments and improved synergies with ongoing activities.
  • Contribute to the identification of areas where collaboration with UN agencies, civil society or other stakeholders could be strengthened.
  • Participate and report on relevant conferences, seminars, workshops, training sessions and meetings internally and externally as instructed by the CoM.
  • Prepare minutes of meetings with various partners and stakeholders, keep record and update progress on decisions.
  • Draft analytical reports and deliver presentations, as required; provide informal translation when necessary.
  • Perform other such duties as may be assigned

Requirements

  • Bachelor’s degree in business administration, Communications, International Relations, Political Science from an accredited academic institution with four years of relevant professional experience; or Master’s degree in above fields with two years of relevant professional experience.
  • Accredited Universities are those listed in the UNESCO World Higher Education Database.
  • Experience supervising staff and coordinating programme activities.
  • Experience in programme implementation, coordination and monitoring, preferably in migration management, border governance, humanitarian or development programmes.
  • Experience working with government counterparts, development partners and other stakeholders.
  • Experience in an international, humanitarian/development organization an advantage.
  • Knowledge of migration-related subject areas dealt with by the Organization.
  • Knowledge of UN and bilateral donor programming.
  • Excellent writing and communication skills.
  • Fluency in English and Arabic is required.
  • Working knowledge of French and/or Spanish is an advantage.
