The National Supply Chain Officer is responsible for coordinating and implementing supply chain management activities in Bangui and field offices, ensuring compliance with IOM procurement rules and procedures, and promoting efficiency, transparency, and integrity in supply chain operations.

Responsibilities

  • Contribute to monitoring and supervising supply chain activities including asset management, procurement, and service contracts in compliance with IOM procurement rules, ensuring efficiency, economy, transparency, and integrity.
  • Implement internal coordination, planning, and programming mechanisms for procurement and logistics activities across offices to ensure economies of scale, timely maintenance, insurance coverage, and asset and stock renewal and upgrading.
  • Implement procedures to ensure security, storage, management, distribution, disposal, and efficient use of acquired assets and stocks; identify control weaknesses and propose improvements.
  • Organize and streamline documentation related to procurement, logistics, asset and stock management to ensure transparency, compliance, proper accounting, and effective internal control; identify gaps and recommend corrective measures.
  • Analyze procurement requests, identify service providers, and evaluate supplier performance regarding quality, price, and delivery times in the interest of the Organization and donor requirements.
  • Maintain a supplier management system to track quality and delivery issues to support supplier performance evaluation and decision-making.
  • Supervise and strengthen the capacity of the procurement unit and field offices through staff coaching and awareness of procurement rules and internal control procedures.
  • Organize periodic physical verification of assets and stocks.
  • Monitor tender and bidding files, launch calls for proposals, supervise tender processes, solicit quotes and offers, participate in supplier evaluation and selection, confirm payment terms, and finalize contract conditions; review all procurement operations for compliance.
  • Create and maintain an updated database of suppliers and service providers including accreditation and evaluation status to have a reliable portfolio of service providers meeting mission needs.
  • Establish and maintain service agreements and long-term agreements with qualified suppliers when feasible and cost-effective.
  • Coordinate with the finance unit regarding accounting requirements related to payment procedures, WBL, account closure, accounts payable, advances, and related matters.
  • Monitor local markets to track price and product availability trends; strengthen cooperation with other UN agencies.
  • Ensure proper updating and management of the filing system with appropriate labeling; ensure all procurement files are properly documented and securely archived, including purchase orders, contracts, leases, long-term agreements, and other logistics documents.
  • Perform any other related duties as assigned.

Requirements

  • Master in business administration, management, logistics, procurement, accounting or related field from an accredited academic institution; or a university degree in one of the aforementioned fields with two years of relevant professional experience.
  • Experience in managing diverse procurement and logistics operations.
  • Excellent computer skills (MS Word, Excel, Outlook).
  • Experience using computerized accounting systems, including SAP.
  • Knowledge of IOM internal procurement and finance rules, as well as PRISM modules related to procurement and logistics, is an asset.
  • Demonstrated experience in supervising work teams and managing suppliers and service providers.
  • Ability to supervise staff and coordinate administrative activities.
  • Excellent communication skills with clients and partners.
  • Strong organizational and analytical skills, attention to detail, and ability to work with limited supervision.
  • Ability to work under pressure and meet deadlines.
  • Excellent communication and negotiation skills.
  • Fluency in French and working knowledge of English, both oral and written.
  • Knowledge of local languages and Arabic is an asset.
