The Finance Officer assists the Senior Finance Officer by managing the day-to-day operations of the accounting unit at the Field office. The role includes processing payments, maintaining financial records, cash forecasting, and ensuring compliance with IRC and donor policies.

Responsibilities

  • Manage day-to-day finance operations in accordance with IRC and country office policies and procedures.
  • Assist programs in making payments at field locations for IRC Cash grants and cash for work programs.
  • Process payments for both bank and cash transactions ensuring completeness and compliance.
  • Ensure internal control procedures are followed for all cash disbursements, receipts and transfers.
  • Prepare vendor payment and receipt journals in the Integra system, recording cash and bank entries for vendors, suppliers and IRC staff.
  • Update cash and bank spreadsheets daily with proper reconciliation of closing balances.
  • Carry out cash counts as per IRC policy and schedule and document cash count sheets.
  • Review and verify all payment documents for accuracy and completeness in compliance with IRC and donor policies.
  • Prepare and post non-PO invoicing expenses and general journals in the Integra system.
  • Communicate with Supply Chain to notify payment transfers and collect receipts.
  • Assist Senior Finance Officer in implementing finance policies, procedures and systems in the field office.
  • Maintain an organized and properly labeled filing system for all cash disbursement vouchers and related documents.
  • Scan finance documents and store them in designated folders with proper referencing.
  • Monitor cash usage and inform Senior Finance Officer on cash needs.
  • Consolidate monthly cash projections with program/support departments and share with Yangon office on time.
  • Assist program/support staff in developing accurate cash forecasts and expenditure tracking.
  • Participate and review monthly/annual inventory physical checks.
  • Participate in field staff exchange programs as organized by the Finance Manager.
  • Attend and participate in training as identified by supervisor.
  • Follow new procedures and guidelines designated by the Country Director.
  • Perform any other duties assigned by the supervisor.

Requirements

  • Any Bachelor’s degree, preferable in B.Com or LCCI level 3 diploma.
  • Minimum Two years of Finance Officer experience in the NGO environment and/or audit sector and accounting experience or strong knowledge of basic accounting principles.
  • Experience in Enterprise Resource Planning (ERP).
  • Willingness to work in conflict sensitivity area.
  • Strong leadership skills and team management skills.
  • Adaptable, flexible and mature in judgment.
  • Good communication skills, verbal and written.
  • Skills in MS Excel, MS Word.
  • Good command of English and Myanmar-written.
  • Local applicants are highly preferred.
