The HR Adviser, Talent Acquisition serves as a strategic internal consultant and active recruiter responsible for developing and implementing innovative talent acquisition strategies to meet UNFPA's organizational needs. The role involves partnering with leadership and HR teams to enhance sourcing, branding, outreach, and recruitment processes globally.

Responsibilities

  • Develop innovative sourcing, branding and outreach strategies to attract managerial and technical talent.
  • Serve as a business partner with hiring managers to develop effective recruitment strategies.
  • Define UNFPA’s global Branding, Sourcing and Outreach strategies incorporating online recruiting resources, social media, job boards, special events, professional networking, market research and relationship management.
  • Review and modernize internal policies, processes and practices involved in the talent acquisition life cycle.
  • Develop innovative talent acquisition policies and solutions for humanitarian operations.
  • Develop an attractive Employee Value Proposition highlighting UNFPA’s mission and career benefits.
  • Support internal talent review and placement processes.
  • Forecast organization-wide hiring needs and monitor hiring data to evaluate effectiveness of talent acquisition strategies.
  • Establish strategic partnerships with executive search firms and educational institutions globally.
  • Lead and participate in talent acquisition initiatives inside and outside the organization.
  • Drive talent acquisition activities in partnership with HR Business Partners at headquarters and regions.
  • Review job profiles and update as necessary to reflect evolving skills needs.
  • Review applications and longlist candidates.
  • Participate as HR Advisor on interview panels and facilitate selection process approvals.
  • Coordinate global outreach activities.
  • Foster collaboration, capacity building and knowledge sharing within the Division for Human Resources on talent acquisition.
  • Build awareness and understanding of sourcing, branding and outreach policies throughout the organization.
  • Represent UNFPA in inter-agency working groups and task forces.
  • Lead presentations on UNFPA thought leadership in external networks including private sector and academic fora.
  • Research, initiate and manage new staffing partnerships.
  • Perform other duties as required by Deputy HR Director or HR Director.

Requirements

  • Master’s degree in Human Resources, Business Administration, Public Administration or related discipline.
  • Ten years of relevant progressively responsible experience in HR management related to talent sourcing, recruitment, branding and/or workforce planning, some of which should be in a globally present company or an international organization.
  • Recognized expert in sourcing techniques and global labor market knowledge.
  • Demonstrated professional competence in the delivery of innovative and effective talent acquisition services in a multicultural environment.
  • Demonstrated ability to work effectively with executive recruitment firms in bringing in top talent at leadership levels.
  • Mastery of both traditional and new media applications used in talent search.
  • Demonstrated success in branding and developing attractive Employee Value Propositions (EVPs).
  • Proven project management skills coupled with strong collaboration and team skills.
  • Excellent written and oral communications skills.
  • Proven analytical skills.
  • Strong client orientation and outreach skills.
  • Ability to influence effectively.
  • Familiarity with the development sector would be an asset.
  • Fluency in English is required; knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
