The Education Program MEAL Coordinator is responsible for designing and coordinating the rollout of MEAL systems, contextualizing and disseminating MEAL guidance to consortium and implementing partners. The role involves ensuring MEAL systems are implemented in a coordinated manner, data analysis, reporting, and liaising with partners to meet donor requirements.

Responsibilities

  • Design and coordinate rollout of MEAL systems and disseminate MEAL guidance to consortium and implementing partners.
  • Lead and ensure MEAL systems implementation by consortium and partners in a coordinated, harmonized manner aligned with donor requirements.
  • Track and oversee implementation of harmonized monitoring tools and aligned indicator definitions.
  • Lead design/review of MEAL packages including Indicator Performance Tracking Table, Log frame, PRIME, Activity Tracking Table and MEAL plan.
  • Provide technical guidance and capacity building to implementing partner staff and stakeholders on MEAL implementation.
  • Develop aligned Quality Benchmarks for Education Consortium activities and ensure timely implementation of action plans.
  • Review programme data collection tools to ensure required information on programme indicators.
  • Enhance use of digital data management including Kobo and ODK.
  • Conduct routine data quality assessment and continuous quality improvement.
  • Coordinate design of quantitative and qualitative participatory programme evaluations, assessments, reviews, and special studies.
  • Support implementation of programme MIS and GIS integration in reporting.
  • Roll-out mobile data collection and monitoring systems and document learning for improvement.
  • Lead and coordinate development of Terms of Reference for programme evaluations and coordinate logistics.
  • Review evaluation reports including inception and completion reports.
  • Ensure functional Complaints, Feedback, Response and Feedback mechanisms are in place and manage complaints and feedback.
  • Build capacity of partner organizations on Accountability to Affected Communities.
  • Report on accountability sections in donor reports.
  • Foster a culture of learning within partners and SCI by organizing learning events and establishing information sharing mechanisms.
  • Document and disseminate programme results, impact, best practices and significant changes.
  • Create and sustain positive working relationships internally and externally with partners and stakeholders.
  • Represent the programme in coordination fora as requested.
  • Coordinate monthly MEAL Working Group meetings and follow-up on action points.
  • Develop and maintain interactive Power BI dashboards and analytical reports.
  • Collect, clean, transform, and analyze data from multiple sources ensuring accuracy and quality.
  • Design and automate data visualization solutions using Power BI.
  • Perform data validation, quality assurance, and troubleshooting.
  • Collaborate with program and technical teams to translate business requirements into actionable insights and reports.

Requirements

  • Minimum of a bachelor’s degree in either Statistics or Development Studies.
  • Minimum of 4 years’ experience of MEAL under education programs.
  • Minimum of 4 years’ work experience in monitoring and evaluation working experience (preferably in education/protection related programmes with an International NGO).
  • Minimum of three years of partners experience in education on MEAL will be added value.
  • Knowledge and use of various survey methods for monitoring different programs.
  • Previous experience working in partnership programmes.
  • Prior experience establishing and running coordination mechanisms.
  • Prior experience in training and management of data collectors.
  • Demonstrable experience and understanding of the education sector global and national standards.
  • Additional training and experience in biostatistics or monitoring and evaluation and MIS of an added advantage.
  • Experience of coordination with INGOs, NNGOs, UN agencies, local partners and District Local Government in Child Rights Governance, Education and Child Protection is an added advantage.
  • Strong analytical skills and strategic planning abilities.
  • Sound written and oral presentation skills.
  • Ability to establish and maintain conducive collegial relations and perform effectively as a member of a team.
  • Willingness to travel and work in hard-to-reach areas, occasionally under strenuous conditions.
  • Computer literacy and excellent documentation skills are a must. Microsoft office especially word, spreadsheet (Excel), Access, SPSS, and GIS applications.
  • Availability and willingness to work extra hours during times of humanitarian responses.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Ability to intervene with crisis management or troubleshooting as necessary.
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.
  • Excellent time management and planning capacity.
  • Experience working on GIS mapping projects (desirable).
