The Head of Field Finance Office manages a field-based finance team to provide accurate and timely financial information and advice. The role involves overseeing financial management, budgeting, internal controls, and compliance with IPSAS, supporting the Field Director and other managers in financial decision-making.

Responsibilities

  • Manage a field-based finance team to provide accurate, relevant and timely financial information and advice to internal and external stakeholders.
  • Train and instruct staff on financial matters in the field.
  • Interpret financial information and provide advice on management issues to the Field Director, Programme Chiefs and other managers.
  • Advise on management of the financial envelope and staffing costs in coordination with Human Resources.
  • Coordinate preparation of the field medium term forecasts and operating budget in compliance with IPSAS.
  • Review budget submissions, monitor expenditures against budget allotments and report on variances.
  • Ensure due diligence in disbursements, receipts and management of financial resources including internal control procedures, cash flow management and treasury functions.
  • Supervise preparation of monthly financial reports, quarterly budget reviews, fully accrued monthly accounts, financial records and statements.
  • Ensure timely and precise yearly and biennium field accounts closing activities and coordinate replies to audit queries.
  • Ensure compliance with IPSAS compliant Financial Regulations, Finance Manual and Technical Instructions throughout the field.
  • Develop and maintain field financial systems and procedures balancing operational expediency and financial control.
  • Lead identification and streamlining of local systems and processes for greater efficiency.
  • Serve on field committees involving financial matters including Local Committee on Procurement and Tender Opening committee.

Requirements

  • Advanced university degree from an accredited educational institution in finance, accountancy, business administration or related field.
  • Seven years of progressively responsible and relevant work experience in finance, accountancy, business administration or related field is required.
  • At least three years at a supervisory level in a large commercial, industrial or government agency involving finance, accounting, budget, audit and related functions with solid grasp of accrual accounting such as IPSAS or IFRS is required.
  • Excellent understanding and/or experience of financial modules of a major Enterprise Resource Planning System such as SAP or Oracle is required.
  • For international posts, at least two continuous years of relevant international experience outside UNRWA and outside the country of nationality or citizenship is required unless already serving as international staff in the UN Common System.
  • Working experience with an organization in the United Nations Common System is desirable.
  • Membership in a professional body of accountants (e.g., Institute of Chartered Accountants, Institute of Certified Public Accountants) is desirable.
  • Knowledge of a second UN language (preferably Arabic) is desirable.
  • Candidates must disclose involvement in any outside activities including employment, consultancy, board membership, public speaking, teaching, voluntary work, political activity, fundraising, or business ownership.
