The Monitoring & Evaluation Consultant will provide technical support and contribute to the M&E and donor reporting activities of the IOM Brazil Country Office. The role involves managing and reviewing donor reports, supporting M&E frameworks, participating in UNCT meetings, and assisting with knowledge management and capacity-building activities.
Responsibilities
- Support the M&E Coordinator and IM Coordinator in developing Monitoring and Evaluation plans, templates, and tools for IOM interventions in Brazil that are coherent with donor requirements and IOM policies and guidelines.
- Provide technical support to the M&E Coordinator to ensure integration of Monitoring and Evaluation activities and procedures into programming, including through the development of SOPs and workflows.
- Review, monitor and propose adjustments for the existing monitoring mechanisms and reporting documents, including but not limited to project-level monitoring and evaluation (M&E) plans, data collection tools, and final evaluation report.
- Support the planning and implementation of M&E related capacity-building activities, including training sessions on results-based reporting, creation of results-based M&E planning frameworks, and institutional and global frameworks, such as the GCM, the SRF, and the United Nations Sustainable Development Cooperation Framework.
- Support the PSU to coordinate with the Project Coordinators for the timely preparation, review, and submission of interim and/or final narrative reports to donors ensuring alignment with donor requirements and sharing copies with relevant units.
- Support Program Support Unit with institutional reporting activities, including the United Nations Sustainable Development Cooperation Framework with Brazil.
- Contribute to the development of new projects by supporting the development of concept notes and drafting of project proposals.
- Support the planning, implementation, documentation and reporting of retrospective sessions.
- Identify, draft, and submit good practices in Brazil to the regional office.
- Support the PSU team with ad-hoc requests, such as drafting, editing, or reviewing donor appeals, project proposals, concept notes, fact sheets, and internal reporting requests.
Requirements
- Master's degree in international relations, Political Science, or any other related area, from an accredited academic institution.
- Proficiency in Portuguese and English is required.
- Working knowledge of Spanish.
- Previous experience in M&E, data analysis, and donor reporting.
- Excellent research and analytical skills.
- Ability to work independently and collaboratively with a diverse team of stakeholders.
- Strong problem-solving and critical-thinking abilities.
