The Head of Procurement Portfolio is responsible for procurement oversight and advisory support for the Bank’s public and private sector operations, ensuring compliance with the Bank’s Procurement Policies and Rules. The role leads a team, manages procurement risk, promotes best practices, and represents the Bank in internal and external forums related to procurement.

Responsibilities

  • Lead, develop, and manage a high-performing team of procurement professionals ensuring capability development and delivery against objectives and KPIs.
  • Promote and role model corporate behaviours and institutional values.
  • Manage the PPAD-Policy review of all procurement documentation for public and private sector operations ensuring compliance with Bank’s PPR.
  • Identify, assess, and mitigate procurement risks in the internal project review process and provide structured feedback to PPD Operation Teams.
  • Represent PPD-Policy at internal project approval forums and serve as a voting member of the PPD Procurement Forum.
  • Provide advice on operational issues and interpretation of the PPR and oversee compliance perspectives regarding Bank Reviews under the Procurement Reviews and Complaints Directive.
  • Maintain responsibility for PPD Operational Standards and provide sign-offs as designated by the Procurement Director.
  • Lead the PPD-Policy Selective Review Process for contracts over EUR 100 million in line with guidance.
  • Oversee procurement performance across the portfolio and report on risks, compliance, and outcomes to senior management and governance bodies.
  • Drive procurement reform and change management initiatives to enhance efficiency, transparency, and delivery outcomes.
  • Lead adoption of MDB procurement best practices across the portfolio.
  • Build and maintain strong relationships with internal and external stakeholders to support effective project preparation and implementation related to procurement.
  • Supervise development of rules, guidelines, tools, and templates to standardise environmental and social standards in procurement.
  • Represent the Bank in MDB Heads of Procurement working groups and international sustainable procurement events.
  • Monitor procurement performance and drive continuous improvement of policies, processes, and tools.
  • Ensure procurement documentation is clear, well-structured, compliant, and tailored to the audience.
  • Ensure communications are clear, consistent, and accessible.

Requirements

  • Degree in Business, Finance, Law, Engineering, or related field.
  • Professional certification (e.g. CIPS or equivalent) would be advantageous.
  • In-depth understanding of EBRD’s Procurement Policies and Rules (PPR) or similar MDB procurement rules and associated Guidance.
  • Substantial practical experience in developing project delivery strategies for complex infrastructure projects and knowledge of internationally accepted forms of contract (e.g. FIDIC/NEC).
  • Extensive practical experience in public and private sector procurement and project implementation in an MDB environment within emerging market or transitioning economies.
  • Strong understanding of risk management and modern procurement best practices.
  • Experience in the practical application of EBRD’s PPR or similar MDB procurement rules and Guidance.
  • Experience in reviewing complex procurement procedures involving value for money, life-cycle costing, and end of life disposal or replacement aspects is advantageous.
  • Considerable experience in policy development and knowledge dissemination concerning sustainable public procurement and related MDB initiatives.
  • Experience in leading and developing teams.
  • Proven collaboration and effective solution delivery skills relating to people and technical matters.
  • Demonstrated ability to mitigate conflicts and exhibit balanced and inclusive behaviour.
  • Excellent written and verbal communication skills with ability to deliver clear, concise, and tailored messages.
  • Proven people and team management skills, preferably in a multi-cultural and geographically dispersed organisation.
  • Strong analytical and problem-solving skills with ability to assess data and make informed decisions.
  • High level accountability and decision-making capability.
  • Excellent command of written and spoken English; fluency in another working language of the Bank is advantageous.
  • Ability to operate effectively in complex, fast-changing, multicultural environments and manage competing priorities to support project delivery.
