The ICLA Technical Assistant supports effective delivery of Information, Counselling and Legal Assistance services to Rohingya refugees and host communities in Cox's Bazar, focusing on case management, field implementation, community engagement, documentation and reporting. The role involves supporting legal information, counselling, assistance, referrals, and collaborative dispute resolution under guidance, ensuring confidentiality and data protection.

Responsibilities

  • Support the delivery of ICLA case management services in line with ICLA SOPs, including legal information, legal counselling, legal assistance, referrals, follow-up and documentation.
  • Support field-level implementation of ICLA activities, including outreach, information sessions, helpdesk, hub and mobile legal clinic services.
  • Contribute to the identification, documentation and reporting of legal, HLP, civil documentation, protection and access-related concerns affecting refugees and host communities.
  • Support Collaborative Dispute Resolution and community engagement activities, including coordination with community structures and relevant stakeholders.
  • Maintain accurate case files, activity records, referral documentation, trackers and other programme documents as required.
  • Support data collection, verification, reporting and information management processes to ensure timely and accurate programme reporting.
  • Support coordination and referral follow-up with NRC teams, service providers, community representatives and relevant camp-level stakeholders.
  • Ensure confidentiality, informed consent, data protection, safe referral, accountability and do-no-harm principles are applied throughout ICLA service delivery.
  • Support the proper use, documentation and management of IEC materials, activity materials and field-level records in line with NRC procedures.

Requirements

  • LL. B from a recognised university; enrolment as an Advocate will be an advantage. A degree in a related field (e.g. social sciences, human rights, development studies) will also be considered.
  • Good understanding of refugee protection, legal identity-civil documentation, HLP rights, access to justice, ADR (alternative dispute resolution) and SIP (safe and inclusive programming).
  • Knowledge of relevant Bangladesh legal, policy and administrative frameworks affecting refugees and host communities.
  • Digital literacy, with confident use of Microsoft Office (including Excel), Kobo Toolbox, and digital case management platforms for case documentation, data collection and reporting.
  • At least 01 year of professional experience working with displaced refugees, vulnerable or host communities; prior involvement in the Rohingya response will be an advantage.
  • Oral proficiency in Chittagonian/Rohingya dialect will be an advantage.
