Disaster Preparedness Specialist (ACCESS Consortium)

The Disaster Preparedness Specialist will provide technical and strategic support to the ACCESS Project team and consortium partners to ensure quality delivery of disaster preparedness and response interventions. The role involves leading assessments, designing DRR strategies, supporting digital innovation pilots, stakeholder engagement, monitoring project progress, and supporting emergency response operations.

Responsibilities

• Lead organizational assessments in target municipalities to identify DRRM training needs
• Design and guide participatory, inclusive, and gender-responsive Disaster Risk Reduction (DRR) strategies and tools
• Support pilot testing of digital Rapid Damage and Needs Assessment (RDNA) in Maguindanao del Sur
• Facilitate consultations, partnerships, and coordination meetings with key stakeholders
• Track project progress and recommend corrective actions as needed
• Support emergency preparedness and response operations when required

Requirements

• Bachelor’s degree in Social Work, Community Development, Behavioral Sciences, or related field
• At least 5 years of experience in community organizing and development, with strong exposure to Disaster Risk Reduction and Management (DRRM)
• Training in Community Development/Organizing
• Training in Project/Program Management
• Training in Participatory Approaches
• Training in Gender & Cultural Sensitivity
• Training in Disaster Risk Reduction and Management
• Proven experience in preparedness, response, recovery, and risk reduction programming
• Experience in Climate Change Adaptation (CCA) or Anticipatory Action (AA)
• Strong ability to manage complex workloads and tight deadlines
• Excellent communication and stakeholder engagement skills
• Experience in the development or humanitarian sector is highly desirable
• Willingness to conduct fieldwork
• Must be a Filipino national based in the Philippines
