The Programme Management Officer will develop, implement and evaluate disaster risk reduction programmes and projects, coordinate the development of disaster data systems, and support policy development and outreach activities. The role involves managing disaster data analytics, coordinating technical partnerships, and supporting budget and reporting activities within the UN Office for Disaster Risk Reduction in Bonn, Germany.
Responsibilities
- Develops, implements and evaluates assigned programmes/projects, monitors and analyzes programme/project development and implementation including the implementation of the UNDRR data strategy across the programme work streams; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Coordinates the ongoing development of DELTA Resilience, the disaster and hazardous events, losses and damages tracking and analysis system, including associated methodologies and data standards, and analytics.
- Liaises with the Information Design & Technology Solutions unit to develop, finalize and continuously enhance the system architecture, expand functionalities and AI interface for implementation and roll-out to interested Member States.
- Researches, analyzes and presents information on application of disaster impact data for diverse use cases.
- Coordinates policy development, including the review and analysis of issues and trends in disaster losses and damages, identification of good practices, and preparation of evaluations or other research activities and studies.
- Generates survey initiatives; designs disaster data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Initiates and coordinates outreach activities; manages technical partnerships including through a DELTA advisory body, conducts training workshops on DELTA Resilience and Sendai Framework Monitor; makes presentations on assigned topics/activities.
- Leads and/or participates in roll-out of DELTA Resilience, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Collects and analyzes data to identify trends or patterns and provide insights using AI and data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Performs other duties as required.
Requirements
- Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required.
- A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of a degree programme in data analytics or data science is desirable.
- A minimum of seven years of progressively responsible experience in project or programme management, or related area is required.
- Three (3) years of experience in disaster data analytics or disaster information management is required.
- Demonstrable experience in disaster loss assessments is required.
- Experience in disaster risk reduction, climate change adaptation or loss and damage is desirable.
- English is required.
- Either French or Spanish or Arabic or Russian or Chinese (Mandarin) is desirable.
