The Procurement Specialist will support client countries in achieving value for money in public procurement to enhance service delivery and development outcomes with integrity. The role involves providing technical fiduciary advice, conducting procurement risk assessments, engaging in policy dialogue, and developing training modules on complex procurement topics within the Europe and Central Asia region.
Responsibilities
- Support client countries in achieving value for money in public procurement to enhance service delivery and development outcomes with integrity.
- Understand relevant procurement markets using analytical tools and approaches to define more effective procurement.
- Provide technical fiduciary advice on procurement activities and engage in policy dialogue on procurement with client countries.
- Review procurement documents including procurement strategies, procurement plans, bidding documents, evaluation reports, etc.
- Conduct procurement risk assessments.
- Develop relationships with government senior officials to advance policy dialogue in procurement.
- Transform policy dialogue into concrete proposals that enhance and strengthen countries’ national procurement system.
- Play a significant role within the function in guiding/mentoring other stakeholders.
- Develop and execute training modules on complex sector related procurement topics.
Requirements
- A Master’s degree in a relevant discipline (e.g., business administration, engineering, commerce, law, procurement, public policy, or a related field) is required.
- Minimum of five (5) years of direct relevant experience in carrying out technical duties in procurement inside or outside the Bank.
- International experience is highly desirable.
- Solid knowledge of the concepts, principles, and practices governing international procurement, including value for money (VFM), sustainable procurement, strategic sourcing, market analysis, and contract management.
- Ability to operate effectively in diverse, multicultural environments and build strong, trust-based working relationships with clients and colleagues.
- High levels of integrity and adherence to the World Bank Group's ethical standards.
- Excellent command of English.
- Ukrainian is advantageous.
- Strong communication skills and persuasiveness in presenting, negotiating, and resolving highly complex issues, both orally and in writing.
- A strong client orientation and a demonstrated sense of personal accountability for delivering high-quality, timely results.
- Ability to solve complex problems involving multiple stakeholders and competing priorities.
- Results-oriented mindset, with the ability to act as a trusted strategic advisor and partner clients in delivering tangible development outcomes.
- Demonstrated ability to effectively mentor and coach groups of staff and design training and capacity-building initiatives to ensure effective transfer of knowledge and skills.
- Knowledge of institutions and procurement reforms in borrower countries and good practices globally.
- Understanding of the World Bank's products and project cycle is desirable.
- Understanding of political economy, public policy, public administration, and public management in procurement or other sectors.
- Knowledge and experience in risk management.
