The Monitoring and Evaluation Specialist ensures that GCF-funded activities across public and private sectors are deliverable, measurable, monitorable, and credible in line with the Fund’s mandate and results frameworks. The Specialist provides technical assurance, portfolio analysis, and institutional learning support to strengthen results-based management and evidence-informed decision-making across GCF operations.

Responsibilities

  • Provide thorough and actionable technical review of monitoring and evaluation frameworks, theories of change, indicators, baselines, targets, and assumptions for Concept Notes, Funding Proposals, and Readiness proposals.
  • Ensure alignment with GCF Board-approved frameworks, including the Integrated Results Management Framework, Readiness Results Management Framework, Evaluation Policy, and Monitoring and Accountability Frameworks.
  • Review greenhouse gas (GHG) reporting methodologies, adaptation indicators, and verification approaches, ensuring methodological soundness and consistency.
  • Advise project teams and Accredited Entities on strengthening results frameworks and measurement approaches to improve impact credibility and evaluability.
  • Support the design and application of monitoring and reporting systems for Funded Activities and Readiness support.
  • Analyze portfolio-level performance data and contribute to regular reporting to management and governance bodies.
  • Support the development, maintenance, and use of dashboards, scorecards, and information systems to track implementation progress, results, and risks.
  • Identify performance trends, implementation challenges, and learning opportunities to inform adaptive management.
  • Contribute to the extraction, synthesis, and dissemination of lessons learned from project implementation and evaluations.
  • Support the development of knowledge products such as guidance notes, indicator toolkits, handbooks, and learning events.
  • Engage with internal and external communities of practice to share knowledge on monitoring, evaluation, and learning.
  • Support continuous improvement of GCF’s results management practices based on evidence and emerging best practices.
  • Provide technical advice and capacity-building support to internal teams, Accredited Entities, NDAs, and delivery partners on monitoring and evaluation best practices.
  • Engage with peer institutions and external stakeholders to stay informed of evolving M&E methodologies, tools, and standards.
  • Promote consistent application of results-based management approaches across public and private sector investments.
  • Contribute to strengthening the overall M&E capacity of the GCF ecosystem.
  • Coordinate closely with investment, climate impact, risk, legal, and other Secretariat functions to ensure integrated delivery of results management requirements.
  • Support institutional initiatives related to monitoring, evaluation, learning, and performance management.
  • Provide analytical inputs to support strategic planning, portfolio reviews, and reporting processes.
  • Participate in cross-divisional taskforces and corporate initiatives, as assigned.

Requirements

  • Minimum of master’s degree in finance, economics, engineering, environment, climate change, international development, business administration, or related fields.
  • At least 10 years of relevant work experience in reviewing and monitoring private sector projects including complex financial transactions; evaluation design and implementation for climate or development projects.
  • Sound understanding of different financial products: loans, guarantees and equity.
  • Demonstrated track record in implementation and monitoring of private sector complex projects including limited partner (LP) investments in private equity funds.
  • Proven track record of providing specialized technical assistance and trainings to government officials, private companies or civil society organizations in developing country contexts.
  • Ability to work in a multicultural environment with diverse stakeholders at different technical and strategic levels– staff, Board and external stakeholders.
  • Exposure to managing a portfolio of projects and experience in international financial institutions and/or multilateral development banks is an advantage.
  • Excellent written and oral communication skills in English are essential for this position
