This consultancy provides senior international-level technical assistance to the State of Guatemala for designing the overall architecture to operationalize the Public Policy for the Protection of Human Rights Defenders. It involves coordinating specialized consultancies and ensuring alignment with international standards on protection of human rights defenders.
Responsibilities
- Provide strategic guidance for the design of the comprehensive protection system for human rights defenders including institutional architecture, coordination mechanisms and operational protocols.
- Provide direct technical assistance to COPADEH, MINGOB, OHCHR, UNDP and UNESCO to ensure coherence, relevance and sustainability in the implementation of the PBF project.
- Coordinate the design of specialized consultancies to guarantee a comprehensive and systemic vision.
- Prepare a workplan with monthly activities, timeline and coordination routes.
- Compile and classify international norms and standards on the right to defend human rights applicable to Guatemala and identify comparable regional experiences.
- Design the institutional architecture of the protection system including coordination structures and operational protocols.
- Analyze the current functioning of the Attack Pattern Analysis Mechanism and propose methodological strengthening with gender and cultural relevance.
- Provide periodic coordination reports and technical feedback to ensure coherence and alignment with international standards.
- Participate in inter-agency coordination meetings both in-person and virtually.
- Prepare a final consultancy report summarizing progress, achievements, gaps, strategic recommendations and proposed indicators to measure effectiveness of the Public Policy.
Requirements
- A First University degree in Law, Sociology, Anthropology, Economics, Business Administration, among others in combination with an advanced degree in Human Rights, Community Development, Project Management and Evaluation or Public Administration.
- A minimum of 7 years of relevant work experience in the field of protection of human rights defenders at national and international level.
- A minimum of 5 years of experience in field of protection of human rights defenders in Latin America, including journalists and human rights activists in Central America.
- Demonstrated experience in the design, implementation and evaluation of public policies and protection mechanisms for human rights defenders and journalists.
- Experience in leading interdisciplinary teams involved in the protection of human rights defenders is required.
- Fluency in Spanish and knowledge of English is required.
