The Human Resources Associate provides leadership in executing all HR services for the country office, ensuring transparency and integrity. The role supports recruitment, contract management, performance management, and HR policy implementation in close collaboration with program and operations teams and UN partners.

Responsibilities

  • Ensure effective administration and implementation of HR strategies and policies, compliance with UN rules and UNDP policies, and proper functioning of HR management systems.
  • Support operational HR process mapping and update internal SOPs as needed to complement GSSC/OHR SOPs.
  • Provide information to management and staff on HR policy implementation, corporate strategies, rules, and contract modalities.
  • Collect information and support UNDP participation in inter-institutional surveys and exercises related to salaries, hardship, and local surveys.
  • Manage HR risk information to proactively mitigate risks.
  • Implement recruitment processes in coordination with GSSC and hiring managers, including job descriptions, classification, vacancy announcements, candidate selection, interview panels, and compliance reviews.
  • Facilitate creation and updating of posts in ERP and coordinate with budget managers.
  • Follow up with finance and GSSC on payroll issues.
  • Monitor all transactions related to posts, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments, and terminations via ERP and other platforms.
  • Process contract management actions timely in coordination with supervisors and senior management.
  • Support delegated management of benefits and entitlements, including medical evacuations.
  • Maintain staffing tables and local lists as applicable.
  • Validate cost recovery fees in integrated management software for HR services provided to other UN entities.
  • Provide HR services to the UN system, including information on staff benefits in coordination with GSSC.
  • Provide administrative support to new recruits and retirees as needed.
  • Support staff performance management, talent management, and career development, including acting as secretary for official management groups reviewing staff performance and needs.
  • Assist in performance management, reporting, and monitoring.
  • Contribute to CO-wide learning plan preparation in consultation with senior management and HR analyst.
  • Organize training for operations and project staff on HR issues.
  • Assist in creating and implementing a local onboarding plan leveraging corporate resources.
  • Synthesize lessons learned and best HR practices.
  • Contribute to knowledge networks and communities of practice.
  • Perform other duties as required for the effective functioning of the office and organization.

Requirements

  • Bachelor's Degree with 3 years of experience OR High School certificate with 6 years of experience in human resources and/or administration at increasing levels of responsibility at national or international level.
  • Certification in Human Resources is desirable.
  • Experience using computers and office software (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP is required.
  • Experience in recruitment management, absence management, learning plans and staff performance is required.
  • Knowledge of integrated human resources management systems; experience with PeopleSoft HCM or Oracle (Atlas, Quantum) or equivalent is an advantage.
  • Experience in human resources management with a national or international organization is desirable.
  • Good knowledge of UNDP rules and procedures is an asset.
  • Fluency in Portuguese and French is required.
  • Knowledge of English is an advantage.
