The consultant will develop comprehensive, rights-based, and operational Standard Operating Procedures (SOP) to counter smuggling of migrants in Nigeria. The role involves conducting desk reviews, facilitating stakeholder consultations, developing implementation tools, and delivering training to enhance institutional capacity and coordination among relevant actors.

Responsibilities

  • Conduct a desk review of existing zero drafted SOP, national policies, laws, operational guidelines, and procedures on migration, SoM, trafficking in persons, border management, and transnational organized crime in Nigeria.
  • Develop an inception report detailing proposed methodology, workplan, and the draft outline of the SOP.
  • Facilitate consultative workshops/meetings and stakeholder engagements to gather technical and operational insights to inform the SOP development.
  • Work closely with NIS and relevant stakeholders to develop a comprehensive rights-based, and operational SOP aligned with relevant national, regional, and international frameworks.
  • Develop user-friendly implementation tools, including flowcharts, checklists, and quick reference guides, to support practical application of the SOP.
  • Present the draft SOP to review, collect stakeholders feedback, and integrate comments into an improved version.
  • Support the finalization and validation, including facilitating the national validation workshop and producing the final SOP document.
  • Design methodology and deliver ToT on the updated SOP to NIS and relevant officials to enhance sustainability and knowledge transfer.
  • Provide recommendations for capacity-building and SOP rollout.
  • Submit a training report and final consultancy report, summarizing process, key findings, and actionable recommendations.

Requirements

  • A master’s degree from an accredited academic institution in political science, international relations, international economics, law, public administration, or a related field.
  • A first-level university degree, combined with five additional years of relevant experience, may be accepted in place of a master’s degree.
  • Demonstrated knowledge and experience in policy development and frameworks.
  • Verbal and written proficiency in English, knowledge of at least Igbo, Hausa, Yoruba or/and any other local dialect is an asset.
  • Strong Analytical, Communication and Reporting Skills.
  • Extensive work experience in migration protection, counter trafficking and migration governance.
  • Ability to work with colleagues from varied cultures and professional backgrounds.
  • Excellent understanding of gender-related needs, perspectives, concerns, and participation.
  • Willingness to travel.
