See your match score & applyThe consultant will analyze existing legal frameworks, service standards, and solutions used within Public Employment Services (PES) related to services for foreign clients. The role involves reviewing current tools, procedures, and practices to assess effectiveness and consistency, identifying gaps and areas for improvement, and contributing to the development of service standards for foreign nationals in PES in Poland.
Responsibilities
- Review the existing legal and institutional frameworks governing Public Employment Services (PES), focusing on services provided to foreign nationals and develop a report based on a structured review of relevant legislation and institutional arrangements.
- Conduct a structured review of available sources and solutions concerning the provision of services to foreign clients by PES, summarizing existing studies, reports, evaluations, and other relevant documentation with an analytical synthesis of key findings, trends, and identified gaps.
- Perform a comparative review of existing service standards and/or good practices in the provision of services to foreign clients by public institutions in three selected EU Member States, including a structured analysis of approaches, models, and solutions with identification of transferable practices and lessons learned.
- Contribute to the preparation of the content of the minimum and extended service standards for the provision of services to foreign nationals, supporting the drafting process based on evidence generated through research and analysis, ensuring consistency with identified good practices and analytical findings.
Requirements
- Master’s degree in social sciences, career counselling, or a related field.
- At least 5 years of experience in conducting analytical research and reviews in the areas of the labour market, integration of foreigners into the labour market, the role of labour market institutions, as well as legal frameworks and public policies in this field.
- Research experience related to the functioning of Public Employment Services (PES) and their role in the integration of foreigners will be considered an asset.
- Documented experience in data analysis and in preparing analytical reports based on conducted research and diagnostic studies.
- Demonstrated knowledge of issues related to the provision of services to foreign nationals.
- Fluency in Polish (written and spoken).
- Fluency in English will be considered an advantage.
- Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
