The Human Rights Officer will lead monitoring, verification, and documentation of human rights issues in Cambodia, providing legal analysis and technical cooperation. The role involves preparing reports for UN bodies, coordinating with national and international stakeholders, and integrating human rights perspectives into programs.

Responsibilities

  • Serves as team leader with responsibility for carrying out, in consultation with the Country Representative, monitoring, verification and documentation work in line with the Country Office overall programme and priorities, and established methodologies and tools.
  • Ensures the development of legal analysis, guidance notes, and other forms of technical cooperation for effective performance of human rights work at the field level.
  • Reviews, monitors and evaluates activities relating to the implementation of international human rights instruments.
  • Prepares relevant human rights parts of reports for the General Assembly, Human Rights Council (HRC), etc.
  • Prepares inputs for discussions on protection and technical cooperation related matters.
  • Meets regularly with UN staff, national officials and civil society to plan activities and projects related to technical cooperation, the UPR and other human rights mechanisms, review activities, and identify good practices.
  • Works with States, UN entities and non-governmental organizations in the country to integrate human rights, including their gender and Leave No One Behind (LNOB) dimensions, in their programs.
  • Ensures up-to-date information regarding substantive matters in the field of human rights and makes recommendations on actions to take.
  • Ensures that gender equality is integrated into human rights policies and evaluation processes and provides effective monitoring of the country programme in this regard.
  • Performs other related duties as required.

Requirements

  • Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related field.
  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • A minimum of seven (7) years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.
  • Experience in monitoring, verification and reporting on human rights violations is desirable.
  • Experience in supervising small teams is desirable.
  • Experience in capacity building and implementing technical cooperation projects is desirable.
  • Field experience is desirable.
  • English language proficiency at UN Level III in reading, writing, listening and speaking.
