The Emergency Management and Peacebuilding Coordinator will serve as the head of the Emergency and Disaster Management and Peacebuilding Unit in Papua New Guinea. The role involves leadership and oversight of emergency preparedness, response, and peacebuilding programmes, ensuring coordination with partners and compliance with IOM policies.
Responsibilities
- Provide overall leadership of the Emergency and Disaster Management and Peacebuilding Unit in emergency preparedness and response and related operations in IOM PNG, including leading the further development and management of the programme, provision of technical oversight and support to projects in different areas of the country, and ensuring a harmonized approach in accordance with IOM standard operational policy and procedures.
- Ensure that all components of the disaster risk management and peacebuilding projects are managed in a coherent and mutually supportive manner in line with overall humanitarian response planning for PNG.
- Proactively manage IOM’s Disaster Risk Reduction and Management portfolio, including IOM’s Water, Sanitation and Hygiene (WASH), Protection, Health, Psychosocial, NFIs & Emergency Shelter, Camp Management and Camp Coordination (CCCM), Displacement Tracking Matrix (DTM), Solutions and Mobility Index, GBV, Protection, and Peacebuilding and other ongoing projects.
- Oversee and coordinate the formulation of country specific policies, strategies pertaining to emergencies, peace, and development across IOM’s operational portfolio, and identify and develop new programmes to address emerging needs in Papua New Guinea.
- Support IOM’s engagement in relevant forums by providing strategic and operational input, including primary representation of IOM, together with the CoM in Disaster Management Team meetings, and other platforms such as the Inter Cluster Coordination Group (ICCG).
- Develop, establish, and maintain strong and regular liaison with the project/programme partners, such as governmental authorities (central, provincial, district and local), UN/International organizations, diplomatic missions, local & International Non-Governmental Organizations (NGOs) and any other concerned agencies and working groups, coordinate, advise on and promote new activities and to ensure the implementation of ongoing activities and fund raising for new projects/programmes.
- Support the CoM with UN common planning and programming processes, including strategic country analysis, Sustainable Development Goals (SDGs) / Agenda 2030, UN Sustainable Development Cooperation Framework (UNSDCF), humanitarian response plans, integrated strategic frameworks, etc.
- Develop, clarify and contribute to IOM's overall mandate and strategy through project development and implementation in PNG, in coordination with the CoM, and relevant units at the Regional Office, Headquarters, and donors and other relevant actors.
- In collaboration with the Resource Management Unit (RMU), exercise financial oversight responsibility for projects and activities, and support Programme Officers to closely monitor program expenditures and commitments to ensure compliance in line with IOM and donor regulations, policies and obligations as indicated in the funding agreements, project documents, work plans and budgets.
- Lead and monitor all project progress, prepare regular reports for Headquarters, Regional Office, and donors, and design and prepare communication materials in coordination with the CoM and relevant organizational units.
- Support all relevant projects and Units with necessary strategic and operational input, including but not limited to Shelter, NFI, CCCM, peacebuilding, protection, GBV, DRR, and WASH.
- Advise CoM in emergency-related matters, develop and oversee specific courses of action, including staff deployments as well as mobilization of internal funding mechanisms, and support in strategic planning and in identifying priorities for the work of the mission while ensuring that the mission fulfils IOM-wide policies and commitments.
- Lead the further development and oversight of initiatives focused on social cohesion, community stabilization, and disaster risk reduction.
- Ensure effective monitoring and evaluation approaches, as well as reporting to maintain accountability in implementation and to develop robust mechanisms to ensure high-quality implementation.
- Lead external coordination with actors to outline the scope of IOM humanitarian programmes, ensure complementarity with existing approaches, information sharing, 4W reporting and harmonization with existing cluster and working group standards.
- Support partners to engage with these mechanisms as part of the implementation and reporting associated with their grants.
- Develop media, communications, and public relations materials for promoting IOM's image and programmes in coordination with CoM and the ROAP to increase the visibility of IOM operations in the country.
- Participate in meetings of the Disaster Management Team, as well as other gatherings of the UN Agencies, Programmes and Funds in PNG.
- Develop and review new project proposals, implementation strategies, and annual plans for Emergency and Disaster Management and Peacebuilding Unit in disaster risk reduction and management, and peacebuilding projects; ensure adequate coordination of inputs from relevant technical experts and proactively seek associated funding support with the relevant ROAP, RTS, and other Project Development counterparts.
- Represent IOM in strategic planning and interagency discussions as necessary, including the Disaster Management Team and other interagency forums relevant to ensure that IOM contributes to the response planning and participates in key decision-making processes.
- Assist CoM in identifying new project areas within the area of responsibility and outside of it, particularly based on target groups and beneficiary needs identified through the ongoing projects.
- Develop and deliver training on disaster risk reduction and management, peacebuilding etc.
- Oversee the development and maintenance of data collection and analysis mechanisms for IOM PNG ongoing or new projects and share relevant information with partners within the humanitarian community.
- Support CoM in maintaining an ongoing dialogue with partners, including the Regional Office and headquarters concerning the ongoing operations and emergency responses in PNG.
- Assist CoM in leading and guiding the mission’s contribution to knowledge-sharing systems, gender policy, monitoring and evaluation, results-based management, and designing key products, including reports and sitreps, for publication and external dissemination.
- Supervise, in conformity with IOM standards, the planning and implementation of initiatives aimed at promoting IOM and donor visibility.
- Contribute to building the capacities of IOM programme staffs in the thematic areas through on-the-job mentoring.
- Undertake field missions to oversee the implementation of IOM project operations and participate in joint missions, including representing the IOM PNG mission to ensure that the mobility dimensions of emergency and IOM PNG positions are adequately reflected in inter-agency efforts.
- Responsible for managing all operational, financial, and administrative aspects of the Emergency and Disaster Management and Peacebuilding Unit’s projects, including supervision of project staff.
- Provide supervision, guidance, and direction to all managers and staff in the mission in coordination with CoM.
- Support and drive coherent localization and partnership approaches within the mission, ensuring best practices, systems, and Standard Operating Procedures (SOPs) relevant to other teams and units are also shared and applied, in agreement with the CoM.
- Perform such other duties as may be assigned.
Requirements
- Master’s degree in international relations, Social Sciences, Disaster Management, International relations, Conflict Management, Human Rights/ Law, Information Management, or a related field from an accredited academic institution with seven years of relevant professional experience; or University degree in the above fields with nine years of relevant professional experience.
- Accredited Universities are those listed in the UNESCO World Higher Education Database.
- Professional experience in the field of emergency and humanitarian affairs, knowledge on global policies and guidelines related to humanitarian affairs and emergency responses.
- Experience working in implementation and delivery of humanitarian and emergency projects at the field level is a must.
- Project implementation and management experience, including project monitoring and reporting an advantage.
- Demonstrated experience in policy ad strategy development.
- Experience working in complex settings that requires sound judgment, and operational flexibility.
- Previous work experience in the Pacific, in Papua New Guinea, in a similar capacity with humanitarian agencies, in particular the UN, is an advantage.
- Recent experience in managing multi-cultural teams to effectively meet programming goals.
- Good knowledge of the broad range of migration related subject areas dealt with by the Organization and experience in the field of emergency response and humanitarian assistance with the UN, international organizations, and non-governmental organizations.

- Ability to supervise interventions and coordinate administrative activities.
- Fluency in English is required (oral and written).
- Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) and/or Tok Pisin is an advantage.
