See your match score & applyThe Finance Officer is responsible for financial and accounting management, ensuring proper transaction recording and compliance with donor and organizational standards. The role includes maintaining sound financial systems, supporting audit preparations, and managing cash and payroll operations in the field office.
Responsibilities
- Ensure that there is a file for all the donor financial contracts in the field offices with all donor requirements and share the information with relevant staff.
- Assist in audit preparations as per donor requirements.
- Manage grants and financial filing system in the field.
- Maintain donors fixed assets register in the field offices.
- Prepare monthly financial monitoring reports and performance analysis for discussion with Field Manager and budget holders.
- Ensure implementation of monthly financial action points.
- Coordinate monthly grants finance meetings and periodic grants monitoring meetings.
- Assist Grants Manager in providing training on budget monitoring systems, grants management procedures and donor terms and conditions.
- Assist Finance Manager in developing and maintaining robust financial internal control systems for cash management.
- Prepare and post correction journals timely as per budget holders feedback.
- Ensure all costs are properly coded and reviewed before payments are made.
- Make payments after verifying accuracy, validity, legitimacy, completeness of financial documents and approvals.
- Ensure prompt payment of organization’s creditors and reconcile creditor statements.
- Prepare invoices for staff private use of organization’s resources and recover amounts promptly.
- Coordinate cash forecasts and monitoring with Assistant Project Manager and Finance Officer in Juba.
- Monitor expenditure against approved cash forecasts and prepare monthly cash monitoring reports.
- Monitor cash balances and transfers at field locations.
- Administer field payroll, verify attendance, overtime and claims, and submit signed pay slips to Juba Office.
- Liaise with Logistics/Admin Officer on staff movements and terminal benefits payments.
- Handle staff advances and loans as per policy.
- Prepare and submit monthly project office returns on time and reconcile monthly cash and float balances.
- Perform other duties commensurate with responsibilities and level of the post.
Requirements
- Professional qualifications in Accounting: CPA II or Degree in accounting.
- At least two years INGOs experience especially in budget setting and financial accounting.
- Proven audit experience.
- Proven skills on managing changes, achieving results, ensuring quality, team building and capacity building.
- Strong computer skills, especially on Accounting packages.
- Ability and willingness to work under pressure as part of a professional team.
- Excellent interpersonal skills, including cultural sensitivity, assertiveness and negotiating skills.
- Willingness to travel to field offices occasionally.
