The consultant will support the Government of South Sudan in advancing Inland Waterways Transport and Maritime Governance Systems by conducting institutional assessments, developing SOPs, delivering training, undertaking legal gap analysis, drafting legislative instruments, and preparing endorsement packages for government consideration.
Responsibilities
- Conduct an institutional capacity assessment of the maritime administration, including analysis of organizational structure, staffing, and functional gaps.
- Develop and engage relevant stakeholders to validate standard operating procedures (SOPs) and operational guidelines for inland waterways transport and maritime administration.
- Design and deliver targeted training programmes on safety oversight, vessel inspection, port operations, and multimodal transport management.
- Undertake a legal gap analysis to assess alignment between existing national frameworks and relevant IMO conventions.
- Draft legislative and regulatory instruments (acts, regulations, or amendments) to support the domestication of priority IMO conventions.
- Support the organization of stakeholder consultations and technical validation workshops on IMO accession and domestication.
- Prepare a comprehensive endorsement package, including finalized legal instruments and recommendations, for Government consideration.
Requirements
- Advanced university degree (master’s degree or equivalent) in economics, engineering, transport and logistics, international trade, or related area is required.
- A first level university degree in a combination of additional two years of qualifying experience may be accepted in lieu of the master's degree.
- Ten years of experience in the trade and logistics development, trade, and logistics facilitation, policy formulation and economic and trade analysis with a focus on maritime transport is required.
- Five years of experience providing capacity building in transport and logistics including on maritime transport is required.
- Accumulated three years of progressive experience in providing high-level institutional support and strategic advisory services to senior government officials, contributing to policy implementation, decision-making processes, and the effective coordination of public sector initiatives.
- Fluency in English is required.
