The Associate Finance and Budget Officer supports the Committee on Contributions and the General Assembly in negotiating and managing the scale of assessments and budgetary processes. The role involves reviewing and finalizing programme plans, budget preparation and administration, financial monitoring, and providing advice on financial regulations and reporting.
Responsibilities
- Review, analyse and finalize the preparation of the programme plan and its revisions based on departmental submissions and intergovernmental body recommendations.
- Provide advice and support to intergovernmental and expert bodies in their review of the programme plan and budget; assist in securing approval from the General Assembly.
- Ensure legislative mandates are accurately translated into programme budgets.
- Review, analyse and assist in finalizing cost estimates and budget proposals for staff and non-staff requirements.
- Monitor budget implementation, recommend reallocation of funds, and ensure expenditures remain within authorized levels.
- Review requisitions for goods and services for correct expenditure objects and fund availability.
- Administer and monitor extra-budgetary resources ensuring compliance with regulations and policies.
- Assist in preparation and finalization of budget performance submissions and reports, analyzing variances.
- Monitor and coordinate cost recovery processes and assist in preparing reports for the Committee on Contributions and the Fifth Committee.
- Monitor income levels from cost recovery and advise senior management on fund availability and corrective measures.
- Ensure obligations or expenditures comply with UN Financial Regulations and Rules and approved allotments.
- Ensure accurate accounting, reporting and internal control systems are functioning and maintain relevant records.
- Prepare advice and guidance on UN Financial Regulations and Rules and Accounting Instructions.
- Prepare authoritative interpretations for transaction handling requirements.
- Monitor and analyse transactions recorded in the accounting system.
- Define requirements and coordinate with systems units for financial report production.
- Coordinate collection and analysis of statistical information from service providers and billing of clients.
- Assist in development of accounting policies and preparation of responses to audit findings.
- Keep up-to-date on documents and guidelines related to programme and peacekeeping budgets ensuring compliance with intergovernmental recommendations and UN policies.
- Contribute to data collection, analysis and identification of trends for data-driven planning and reporting.
- Keep up-to-date on current financial regulations, professional publications and accepted principles.
- Perform other related duties as assigned.
Requirements
- An advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting or related field is required.
- A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
- A minimum of 2 years of progressively responsible experience in accounting, finance, administration, budget, business administration or related area is required.
- No experience is needed for candidates who have passed the United Nations Young Professionals Programme Examination (YPP) or the G to P Examination (G to P).
- Experience with revenue generating or income producing activities is desirable.
- English is required at UN Level II for reading, writing, listening, and speaking.
