Responsible for overall management, planning, implementation and successful delivery of the Youth Inclusion and Employment Project – Cairo Culinary Training Programme. Leads all phases of the project management cycle to ensure achievement of project outcomes, donor compliance and Plan International minimum standards, bridging the gap between hospitality sector demand and youth access to quality training.

Responsibilities

  • Contribute to the initiation of the project idea in line with the country strategy and identification of project potential local partner(s).
  • Ensure realistic project design, lead due diligence with cross-department input, and coordinate gender-transformative scope with partners and advisors.
  • Analyze context, risks, and resource needs, manage pre-start-up activities, confirm partners, and integrate safeguarding for children and youth with budgeted mitigation actions.
  • Set project governance with partners, develop a detailed implementation plan covering risks, resources, and budgets, and collaborate with leadership to launch the project internally and externally.
  • Lead project implementation within agreed frameworks and timelines, coordinate technical support and resources.
  • Oversee delivery, monitoring, and evaluation, address deviations and risks while optimizing daily operations across logistics, finance, and HR.
  • Ensure accurate reporting, timely procurement and payments, budget control, and realignment when needed.
  • Achieve gender-transformative results and integrate safeguarding and PSHEA risk mitigation into all activities.
  • Ensure proper project closure by reviewing achievements with partners, finalize activities, completing procurements and payments, and manage staff transitions in line with guidelines and laws.
  • Lead final evaluations, coordinate audits, prepare comprehensive reports for internal and donor stakeholders, close project records, and establish institutional memory through systematic archiving and knowledge management.
  • Model Plan International’s values, lead a motivated team, ensure clarity of objectives, manage tasks and staff development, enforce compliance with policies, oversee monitoring and resource use, and strengthen partner capacity to achieve project goals effectively.
  • Ensure partner-aligned data systems for monitoring and future design, embed PSHEA policies with staff accountability, and support due diligence for compliance.
  • Take on additional assignments within the scope of work as assigned by supervisor.

Requirements

  • Degree in Business administration, management or related academic background.
  • Knowledge and experience in project management.
  • Knowledgeable on project cycle management best practice.
  • Experience in working with partner organisations (co-creating and mutual oversight).
  • Knowledge and experience in project budgeting, activities and expenditure monitoring.
  • Knowledge and experience in M&E activities tracking, evaluation and reporting.
  • Understanding of human resources management and procedures.
  • Understanding of procurement processes and supply chain management.
  • Experience of managing people/teams.
  • Good working knowledge of donor compliance.
  • Strong planning and organisational skills.
  • Ability to prioritise workload and project team workload.
  • Strong analytical and problem-solving abilities.
  • Excellent influencing, communication, strong negotiation skills and facilitation skills.
  • Ability to act as part of a multi-disciplinary team.
  • Strong collaboration skills, able to build cooperation and negotiate compromises.
