The Armed Forces and Security Officer is responsible for the access strategy and action plan regarding the integration of International Humanitarian Law and International Human Rights Law within the armed forces and security forces in Honduras. The role involves supporting dissemination processes, organizing training activities, coordinating with various teams, and managing administrative and financial aspects related to the program's activities.
Responsibilities
- Support dissemination processes with armed forces and security forces commanders on International Humanitarian Law and International Human Rights Law in Honduras.
- Organize and participate in planned activities (training, workshops, good practice discussions) to promote integration of international norms for police and military operations in armed forces and security forces.
- Provide accompaniment to instructors of armed forces and security forces trained by the ICRC.
- Support sensitization of strategic and high-level interlocutors in armed forces and security forces to facilitate and implement integration processes of IHL and HR.
- Incorporate topics of respect for health services and sexual violence in training, coordinating with other mission areas and/or the national Red Cross society.
- Coordinate with the Family Links Protection team to deliver topics on protection of missing persons and sensitization in treatment of relatives, and coordinate meetings with National Police authorities.
- Coordinate and accompany the Detention team in meetings with National Civil Police and Armed Forces authorities to deliver topics on minimum protection standards for persons deprived of liberty.
- Support review of institutional or national normative documents or projects related to IHL, HR and security institutions' actions.
- Coordinate with national and regional Peace Operations centers to provide training on IHL, Use of Force and Peacekeeping Operations.
- Analyze changes in armed forces and security forces; maintain updated actor mapping and identify opportunities to increase ICRC access and acceptance.
- Support context analysis for mission reports regarding security situation in Honduras, monitoring situation evolution and actor mapping.
- Manage administrative, logistical and financial aspects linked to program activities (travel, vouchers, budget).
- Prepare reports, statistics and activity follow-up respecting procedures timely and properly.
- Organize, coordinate and support specific activities (courses, seminars, workshops) for various groups under supervision of Head of Mission and Regional FAS Coordination.
- Suggest dissemination and integration activities according to objectives under supervision of Head of Mission.
- Collaborate in mission strategy, action plan and budget preparation and monitor implementation.
- Facilitate information collection on security, general situation, humanitarian issues and recent events.
- Contribute to implementation, development and production of ICRC FAS tools.
- Provide inputs to Regional Delegation for report preparation within deadlines.
- Develop and maintain respectful and pleasant work environment with colleagues and external interlocutors.
- Help resolve internal conflicts and respect Code of Conduct.
- Respect established procedures for activity execution.
- Manage business travel reservation platform (currently NEO).
- Manage vouchers both in cash and via bank payments, electronic transfers, etc.
- Verify vouchers comply with financial procedures and Regional Delegation budget.
- Train in use of OAT/Offsite Accounting Task and/or Global APO; request advances via WAD and liquidate via Global APO.
- Take responsibility for own learning and professional development.
- Build and use network of contacts and relationships to achieve objectives.
- Periodically inform hierarchical and technical superior about program progress, challenges and difficulties.
- Contribute to monitoring all messages and correspondence related to work.
- Collect and share information to improve ICRC understanding of environment and humanitarian trends and responses.
Requirements
- Professional university degree in Military Sciences, Law, Security, International Relations or related fields (especially with military or police background).
- Desirable master's degree or studies related to International Humanitarian Law and Human Rights.
- Spanish mandatory. English level A2.
- Minimum 3 years of prior experience in operational, institutional or security contexts related to armed forces or police forces.
- Desirable experience as an operational legal advisor, military lawyer or in military criminal justice structures.
- Knowledge and experience in International Humanitarian Law, Human Rights and standards applicable to the Use of Force.
- Experience in planning, coordinating and executing institutional events (workshops, seminars, training activities) aimed at armed forces and security forces.
- Availability to travel within the country.
