The Senior Donor Relations Officer (Asia) is responsible for developing and implementing the region's strategy on external relations and fundraising, managing relationships with key donors across Asia, and providing high-level responsiveness and service to donors. The role involves negotiating agreements, drafting proposals, producing briefing materials, organizing missions, and contributing to resource mobilization and outreach efforts.

Responsibilities

  • Contribute to the development and implementation of the region’s strategy on external relations and fundraising.
  • Manage relationships with key donors across Asia and provide high responsiveness and service.
  • Pursue innovative avenues of cooperation for funding opportunities by public and private donors in Asia.
  • Provide counsel to the Director of Partnerships, Director of External Relations and senior management.
  • Negotiate bilateral agreements and Memoranda of Understanding (MOUs) with donors on behalf of the Agency.
  • Negotiate and draft project proposals in coordination with field offices.
  • Analyze, review and edit project proposals and progress reports.
  • Draft correspondence for fund-raising and advocacy purposes.
  • Produce briefing materials and talking points for senior management and representatives.
  • Promote and implement the Agency’s Resource Mobilization Strategy with concrete actions.
  • Organize and participate in senior level missions to donor capitals and major meetings and conferences.
  • Organize and participate in donor field trips including high level delegations from capitals.
  • Contribute to the development and strategic use of outreach materials and media for increased public awareness and fund-raising.
  • Draft donor brochures and oversee preparation of visibility plans.
  • Make significant contributions to fund-raising documents including appeals and reports.
  • Ensure proactive coordination with concerned Departments, Field Offices and Representative Offices on contributions, donor-funded projects and external relations activities and ensure timely follow-up.

Requirements

  • Advanced university degree from an accredited educational institution in political science, international relations, public administration, law, economics, or a related discipline.
  • At least seven years of progressively responsible and relevant experience in donor relations and fundraising working for a national/international organization or development agency.
  • Proven track record in fund-raising within Asia.
  • At least five years of work experience managing mid-size teams.
  • Knowledge of UNRWA and the wider UN system is desirable.
  • Knowledge of a second UN language is desirable.
  • Command of a major East Asian language is desirable.
  • Experience working with major Asian donors (e.g., Japan, Korea, or China) is desirable.
  • Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship.
  • Indicate current involvement in any outside activities including employment, consultancy, board membership, public speaking, teaching, conferences, voluntary work, political activity, fundraising for non-UNRWA entities, business ownership, or work for government/NGO/private company/charity, full/part-time, paid or not.
