See your match score & applyThe Emergency and Resilience Specialist will provide technical leadership and coordination in emergency preparedness, anticipatory action, disaster response, recovery, and resilience programmes in Nepal. The role involves supporting humanitarian coordination, programme design, implementation, monitoring, and capacity development in collaboration with government and partners.
Responsibilities
- Lead and support the formulation of project proposals, concept notes, technical briefs, situation reports, progress and final reports, analytical papers, assessments, and other strategic documentation related to emergency preparedness, anticipatory action, disaster response, recovery, and resilience programming.
- Represent and contribute to national humanitarian coordination mechanisms, inter-agency platforms, and technical working groups, providing technical inputs on disaster risk reduction (DRR), preparedness, early warning systems, Early Warning for All (EW4ALL), anticipatory action, climate risk management, humanitarian response, and resilience-building initiatives.
- Support the effective functioning of the Food Security Cluster in collaboration with the lead ministry, humanitarian partners, and cluster members, ensuring timely coordination, information sharing, needs assessment, response planning, and advocacy for strengthened agricultural emergency response, recovery, and resilience interventions.
- Foster and maintain strong partnerships with government ministries, disaster management authorities, local governments, research institutions, development partners, UN agencies, NGOs, and other stakeholders to ensure coherence and alignment of interventions with national policies, frameworks, and priorities.
- Participate in and coordinate multi-sectoral and sector-specific needs assessments, disaster impact assessments, and vulnerability analyses, utilizing climate forecasts, risk information, and early warning data to inform evidence-based programming and decision-making while ensuring inclusion, gender responsiveness, and accountability to affected populations.
- Provide technical leadership and operational support in the design, implementation, monitoring, and evaluation of emergency, recovery, and resilience programmes and projects, including development of workplans, budgets, procurement plans, technical specifications, terms of reference, and partnership arrangements.
- Support the development and operationalization of country-level emergency preparedness, anticipatory action, humanitarian response, recovery, and resilience strategies, frameworks, contingency plans, and implementation roadmaps in line with FAO corporate priorities and national disaster risk management policies.
- Coordinate and facilitate capacity development initiatives for government counterparts, partners, and communities through training programmes, workshops, simulation exercises, policy dialogues, technical meetings, field missions, and knowledge-sharing events, including preparation and delivery of technical presentations and guidance materials.
- Monitor programme performance and results, ensuring timely collection, analysis, and reporting of technical and financial information. Prepare situation reports, donor reports, communication products, lessons learned, case studies, and other knowledge products while tracking progress against agreed workplans, indicators, and budgets.
- Support resource mobilization efforts by identifying funding opportunities, engaging with donors and development partners, contributing to proposal development, concept notes, and donor reporting, and strengthening strategic partnerships to expand FAO’s emergency and resilience portfolio.
- Contribute to geospatial analysis and risk modelling, including hazard mapping, flood and landslide risk assessment, and early warning system development and application.
- Manage programme information and knowledge systems, including maintenance of databases, documentation repositories, monitoring tools, and corporate information systems (e.g., COIN, FPMIS, GRMS), ensuring data quality, accessibility, and compliance with organizational requirements.
- Provide coordination and operational support for programme implementation, including organization of meetings, workshops, missions, stakeholder consultations, logistical arrangements, administrative processes, and other activities necessary for effective and timely programme delivery.
- Contribute to advocacy, communication, and visibility efforts by documenting programme achievements, generating evidence of impact, and promoting best practices and lessons learned in emergency preparedness, anticipatory action, recovery, and resilience programming.
- Perform any other duties and responsibilities as assigned by the FAO Representative and/or the direct supervisor in support of FAO’s emergency and resilience mandate.
Requirements
- Master’s degree in Agriculture, Climate change, Disaster Risk Management & Humanitarian Studies, Environmental Science/Natural Resources Management and/or relevant discipline with practical and policy level experiences in the relevant fields.
- At least 3 years of relevant professional experience in emergency and resilience programming, including DRR, preparedness, anticipatory action, humanitarian response, and project formulation, implementation, coordination, and monitoring.
- Working knowledge of English and Nepali language.
- National of Federal Democratic Republic of Nepal.
- Excellent computer skills (MS Word, Excel, PowerPoint) with strong ability to prepare technical reports, proposals, and analytical documents.
- Relevant experience in emergency and resilience programming, including DRR, preparedness, anticipatory action, and humanitarian response.
- Experience in conducting assessments (needs, vulnerability, risk analysis) and using data/early warning information for programme design.
- Experience in coordination with government, UN agencies, NGOs, and participation in humanitarian platforms/coordination mechanisms is an advantage.
- Excellent communication and interpersonal skills with the ability to work effectively in teams and deliver results under pressure.
