The Finance Officer provides financial management advice and support within the Financial Services and Compliance Monitoring Section at the Regional Service Centre in Entebbe. The role involves managing financial reporting, treasury functions, budget preparation, and ensuring compliance with UN financial regulations and IPSAS standards.
Responsibilities
- Manage achievement of RSCE key performance indicators (KPIs) and Service Level Agreement (SLA) components for RSCE projects/programmes/operations related to the Service Line.
- Ensure high quality standards of team outputs including clear, objective reports based on comprehensive data.
- Plan, organize, manage, guide, train, and supervise the work of the assigned team.
- Support preparation of monthly financial reports for all RSCE client missions in compliance with IPSAS standards.
- Manage delivery of services such as processing non-travel related commercial vendor invoices and payments for RSCE Client Missions.
- Perform treasury role for all payments originating from RSCE Client Missions and liaise with UN Treasury at HQ.
- Assist in development of the Service Line's annual budget, including cost estimates and budget proposals.
- Participate in preparation, review and finalization of budget performance reports in compliance with legislative requirements.
- Contribute to UN legislative processes regarding the Centre's financing requirements.
- Oversee accounting and reporting on staff entitlements and allowances in conformity with UN policies.
- Supervise disbursement processes and monitor house bank account balances and cash flow requirements.
- Provide financial advice and corrective actions in response to audits and queries ensuring adherence to UN Financial Regulations and Rules.
- Ensure integrity of financial and management systems and controls, reporting findings and recommendations.
- Act as Approving Officer under Financial Rule 105.4 in adherence with UN Regulations and Rules.
- Review and verify completeness of documentation supporting invoices and payment requests.
- Assist with development of communication strategy and provide input for RSCE intranet finance page.
- Perform other duties as assigned.
Requirements
- Advanced university degree (Master's degree or equivalent) in business administration, finance, or related field.
- A first level university degree in combination with an additional 2 years qualifying experience may be accepted in lieu of the advanced university degree.
- A technical or vocational certificate in Professional certification/accreditation as a Certified Public Accountant (CPA), Chartered Accountant (ACCA/CIMA/CIPFA) or by a similar professional body is desirable.
- A minimum of five years of progressively responsible experience in finance, administration, budget, business administration or related area is required.
- At least 2 years of hands-on experience with IPSAS/IFRS or similar international accounting standards is required.
- Experience in analyzing financial data and preparing management reports is required.
- Experience working in a United Nations common system field operation or similar international organization or NGO in a conflict or post-conflict setting is desirable.
- Hands-on experience in using Business Intelligence Reporting tools is desirable.
- English language proficiency at UN Level III is required.
- French language proficiency at UN Level I is desirable.
