See your match score & applyThe Deputy Global Programme Coordinator (FAP) is responsible for the effective planning, implementation, monitoring, evaluation, reporting, and coordination of the global Family Assistance Programme. The role focuses on protection-centred, rights-based, and results-oriented programme management and supports programme development and management at the Country Office level.
Responsibilities
- Oversee the daily administrative, operational, case-management, protection and budgetary aspects of the programmes, ensuring client service excellence and avoidance of complaints, ensuring effective development and implementation of the programme activities and supervising the field-based programme management staff.
- Provide operational management, guidance and technical supervision to the programme's network, including providing strategic inputs for programme enhancement and resource allocation.
- Draft and develop project documentation and internal and external communication, coordinate new recruitment, procurement, and identify resource needs to implement new activities.
- Coordinate and manage the elaboration and compilation of programme updates, briefs and reports for donors, government and other relevant stakeholders by ensuring compliance with donor requirements and procedures.
- Oversee the development and maintenance of data collection and analysis mechanisms for the programmes and share relevant information with partners.
- Monitor progress against strategic objectives and programme benchmarks, and provide advice with respect to improvements and corrections; establish and oversee the implementation of a standard Monitoring and Evaluation (M&E) framework that incorporates regular reporting requirements and impact evaluation strategies.
- Coordinate the development, dissemination and regular update of assessment and monitoring tools.
- Draft or contribute to drafting Standard Operating Procedures (SOPs) for programme activities.
- Supervise and provide technical support to all relevant programme staff.
- Mentor and support staff, develop and deliver professional relevant strategic and operational trainings, presentations and webinars as required to respond to training needs of programme staff and ensure their capacity building.
- Prepare the agenda of and chair the management meetings and ensure action is taken on deliverables assigned to National Officers.
- Keep updated with policies and strategies related to migrant protection key topics and foster an integrated rights-based protection programming.
- Represent and actively participate in IOM/FAP meetings with governments, UN and other international organizations, private sector, and civil society partners to develop and promote bilateral, multilateral, and multi-stakeholder approaches to improving regular pathways and migration governance.
- Ensure that the expertise of the Family Support Programme is used to promote and guide IOM's engagement in gender-responsive and protection-centred regular mobility pathways globally and to contribute to their expansion.
- Undertake travel duties internationally, including regular visits to FAP centers to coordinate, develop and/or support programme implementation.
- Support the senior management team at the Country Office in programme development and management.
- Perform such other duties as may be assigned.
Requirements
- Master’s degree in Political Science, International Relations, Migration Studies or a related field from an accredited academic institution with five years of relevant professional experience; or, University degree in the above fields with seven years of relevant professional experience.
- Experience in overseeing regional/global projects.
- Experience in leading strategy development and business transformation.
- Experience in preparing and reviewing project proposals.
- Experience in supporting the management of multi-million dollar global project budgets.
- Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.
- Experience supervising the development and implementation of administrative control procedures.
- Experience in programme conceptualisation, development, monitoring, reporting and evaluation.
- Experience in programme development and capacity-building activities.
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
- Experience in organizing consultations, workshops and seminars with high level stakeholders.
- Familiarity with financial and business administration.
- Sound and proven understanding of internal and international migration issues in the country and in the Region.
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
- Knowledge of UN and bilateral donor programming.
- Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.
- Excellent leadership, coordination, and information management skills.
- Detailed knowledge of the UN System, NGOs and other international organizations/institutions.
- Knowledge of migration data, labour migration patterns in the relevant region and ability to negotiate with government authorities.
- Good knowledge of human and financial resources management.
- Strong conceptualization, analytical and writing skills.
- Strong communication, organizational and interpersonal relationship skills.
- Ability to meet deadlines and work under pressure with minimum supervision.
- Ability to establish and maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders.
- Fluency in English is required (oral and written).
- Working knowledge of Arabic and another official UN language (Chinese, French, Russian and Spanish) is an advantage.
