The Logistician 2 supports and supervises all logistics activities in Colombia, advising offices and subdelegations including the new office in Lima/Ecuador. The role ensures implementation of logistics systems and provides technical and operational support according to ICRC logistics standards.

Responsibilities

  • Act as focal point and logistics reference for field operations, ensuring timely support to delegation activities.
  • Provide technical and operational support to logistics staff in offices and subdelegations in Colombia and Peru/Ecuador, ensuring correct implementation of procedures, policies, and institutional recommendations.
  • Maintain updated knowledge of ICRC operational activities nationally to anticipate needs and provide efficient logistics support.
  • Supervise, coordinate, and facilitate logistics activities in the field, temporarily assuming Logistics Site Manager functions when required.
  • Ensure efficient functioning of the national supply chain, identifying improvement needs and promoting adaptation of logistics processes and structures to operational requirements.
  • Manage and promote appropriate use of institutional logistics and IT management tools, especially IRIS, Fleetwave, TeamSpace, and Paperless, including monitoring and data quality.
  • Update, maintain, and disseminate procedures, operational concepts, and relevant logistics information; supervise statistical reports, inquiries, and inventories of offices and subdelegations.
  • Train and support ICRC staff in applying institutional logistics procedures and support integration and training of new logistics or other unit staff as needed.
  • Participate in recruitment and selection processes for logistics personnel, including technical evaluations, surveys, and interviews.
  • Monitor key logistics performance indicators, analyze results, and generate alerts and recommendations for decision-making.
  • Provide general training on the IRIS system to new delegation collaborators.
  • Support generation, updating, and dissemination of SOPs for different logistics department areas.
  • Transfer knowledge of new policies or procedures generated in Geneva or coordination to field logistics teams.
  • Provide technical and logistics follow-up to complex WatHab and EcoSec projects, supporting subdelegations and offices.
  • Manage procurement processes over CHF 2,000 for Peru/Ecuador office and ensure correct inventory and warehouse movements administration in IRIS.
  • Support comprehensive fleet management of the delegation, ensuring compliance with institutional safety, maintenance, utilization, and cost control standards.
  • Monitor fleet performance indicators including operational availability, fuel consumption, preventive and corrective maintenance, and vehicle utilization; propose improvements.
  • Advise and support offices and subdelegations in planning, allocation, and optimization of transport resources for field operations.
  • Conduct market studies for operational and support areas to optimize resources and price analysis in complex contexts.
  • Support logistics planning with LSMs, SCC, and LCM during emergencies, ensuring resource availability and preparation, supplier identification, transport means, inventories, and rapid response mechanisms.
  • Coordinate and provide logistics support during emergencies or operational deployments, ensuring supply chain continuity and timely resource mobilization.
  • Participate in preparedness exercises, drills, and contingency plans, identifying logistics risks and proposing mitigation measures.
  • Maintain updated emergency logistics plans including alternative routes, agreements with strategic suppliers, storage capacities, and contingency transport mechanisms.
  • Act as technical logistics reference during emergency activations, providing guidance and support to affected offices and subdelegations.
  • Support procurement processes for emergency assistance, managing framework agreements and direct purchase processes as needed.

Requirements

  • Professional degree in Business Administration, Industrial Engineering, Logistics, International Trade or related fields.
  • Complementary training in supply chain management, fleet management, inventory and storage management, and/or logistics information systems.
  • Minimum 3 to 5 years of experience in logistics, supply chain management, and/or warehouse management roles.
  • Minimum 2 years of experience supporting emergency response operations.
  • Good knowledge of Microsoft Word, PowerPoint, and Excel.
  • Intermediate level of English with good oral and written communication skills.
