The consultant will undertake an assessment of GBV case management and establish a project baseline to monitor throughout the project. The role involves reviewing existing GBV coordination, case management, and data governance systems in Cambodia to inform project planning and support provincial capacity building in GBV response.

Responsibilities

  • Conduct a baseline assessment and stock take of GBV case management and data collection/utilization in Cambodia.
  • Review existing GBV response protocols, guidelines, and data systems across health and multi-sectoral services in 5 provinces and 14 districts.
  • Develop and agree upon a baseline assessment interview tool to measure project progress.
  • Conduct key informant interviews with provincial and district officers on GBV protocols and data management.
  • Identify key gaps in GBV data collection, management, and usage and map GBV case management systems at sub-national level.
  • Draft a project baseline assessment report including analysis of GBV coordination, case management practices, and data handling protocols.
  • Coordinate translation, interpretation, and support services as needed.
  • Plan and conduct field missions to 5 provinces and 14 districts for data collection and assessment.

Requirements

  • Master’s degree in gender, social work or related field.
  • At least ten years of experience in working with gender-based violence programme development.
  • Demonstrated strong technical expertise of GBV case management and multi-sectoral response mechanism including global and regional SOP for case management and relevant GBV response frameworks.
  • Proven experience in qualitative and quantitative research – relevant experience in conducting research and/or producing situation analyses, in the areas of gender, gender-based violence, and/or sexual and reproductive health.
  • Proven experience in handling similar nature of assignments in Cambodian context. Sample works may be required to be provided as part of the recruitment process.
  • Expert knowledge of national policies and legal frameworks on GBV with a proven understanding of existing national and subnational data on GBV.
  • Experience working with national statistical offices, women’s machineries and/or civil society organizations on GBV is an advantage.
  • Demonstrated experience facilitating shared results, communication, and interpersonal skills.
  • Experience working in or familiarity with the Cambodia context required.
  • Excellent oral and written English language skills.
