The Assistant Director Counter-Terrorism, Operations leads and manages the CT Operations Sub-Directorate overseeing a range of counter-terrorism activities globally. The role involves strategic leadership, operational support, capacity building, partnership development, and program management to support INTERPOL's counter-terrorism objectives.

Responsibilities

  • Lead and manage the CT Operations Sub-Directorate ensuring policies, plans and strategic objectives are implemented effectively.
  • Oversee global CT activities including foreign terrorist fighter movements, travel, support activities, weapons, online communications, and financing.
  • Coordinate with Executive Directorate of Police Services and other organizational units.
  • Oversee capacity building, strategic partnerships, project activities and deliverables related to CT Operations.
  • Develop and implement CT Operations strategy and outreach supporting CT’s Global Crime Programme.
  • Provide operational support and coordination to INTERPOL membership for intelligence, operational and investigative activities.
  • Drive capacity and capability development aligned with member countries’ needs and international standards.
  • Design and develop programmes and projects supporting CT Operations objectives.
  • Maintain up-to-date knowledge of the CT threat landscape.
  • Build and enhance strategic and operational partnerships with international and regional partners.
  • Lead and coordinate fundraising initiatives to ensure sustainability of CT Operations deliverables.
  • Strengthen CT capacities of member countries to prevent, deter, disrupt and investigate terrorism-related crimes.
  • Oversee delivery against key performance indicators, implementation plans, governance reporting and project outcomes.
  • Lead programmatic business planning, projects and policies for the Sub-Directorate.
  • Provide quality advice on strategic and operational support matters related to CT threats.
  • Deliver capacity building, training and investigative support to member countries.
  • Drive strategic, operational and administrative services for national and regional CT activities.
  • Identify emerging CT Operations issues and propose projects for support and funding.
  • Ensure projects align with organizational strategic priorities and provide regular status reports.
  • Develop and maintain effective contacts and networks within INTERPOL and with external agencies.
  • Explore cooperation opportunities with member countries and partners to optimize resource mobilization and impact.
  • Manage programs, projects, staffing and budget efficiently and effectively.
  • Act on behalf of the Director in their absence and represent INTERPOL at meetings and conferences.
  • Perform other duties as required by the Director and Executive Director of Police Services.

Requirements

  • University degree (preferably in Law, Criminal Justice, Public Policy or Police Management).
  • Law enforcement training at a senior level.
  • Minimum of 10 years experience in counter-terrorism or related field with highly specialized criminal investigations expertise including regional and national operational exposure/policing activities or support.
  • Strong leadership skills and experience as a senior manager of a national law enforcement agency or equivalent position in an international law enforcement organization.
  • Sound background in management of strategic programs and projects including performance monitoring, evaluation, measurement and reporting.
  • Experience in planning and managing complex tasks with minimum supervision.
  • Experience working in an international environment is highly desirable, either from employment in an international organization or participation in international working groups or joint projects.
  • Strong communication skills, both written and oral.
  • Experience working with computers including oral presentation software, business intelligence and word processing software.
  • English language proficiency is required.
  • Proficiency in a second official working language (Arabic, French or Spanish) is an additional asset.
