System Development Consultant

The consultant will provide technical services to design, develop, deliver, and operationalize a sustainability reporting and disclosure system for the Securities and Exchange Regulator of Cambodia. The role includes system development, capacity-building webinars, and preparation of e-learning materials to support government officials and market institutions.

Responsibilities

• Lead the end-to-end design and development of a sustainability reporting and disclosure system for the Securities and Exchange Regulator of Cambodia (SERC).
• Conduct initial needs assessment and functional consultation with government counterparts, market institutions, and stakeholders to identify reporting needs, user requirements, institutional workflows, and system specifications.
• Develop system architecture, reporting logic, data structure, user interface, and core functionalities to support sustainability-related reporting and disclosure.
• Ensure system incorporates relevant international sustainability reporting and disclosure standards and local regulatory frameworks, including ISSB, SASB, GRI, and ESG disclosure Prakas.
• Translate sustainability reporting and disclosure requirements into practical digital workflows, templates, input fields, validation features, and reporting outputs.
• Prepare technical and user documentation such as system specifications, user guidance, administrator guidance, and maintenance or handover notes.
• Test, refine, and finalize the system in consultation with national counterparts, incorporating feedback from pilot users and authorities.
• Deliver the final system to relevant government authorities by contract end.
• Lead and deliver monthly webinar-based capacity-building sessions covering system use, reporting logic, disclosure requirements, and practical issues.
• Develop supporting training and e-learning materials for government officials and market institutions.
• Provide technical guidance and support during rollout and handover, responding to questions and supporting user familiarization.

Requirements

• Advanced university degree (Master’s degree or equivalent) in sustainable finance, finance, economics, accounting, information systems, computer science, business administration, environmental management, or any other field related to sustainability reporting and disclosure system development.
• Candidates must record a short demonstration video showcasing functionalities and user interface of a digital sustainability reporting and disclosure system they have developed or are developing, with a publicly accessible link included in application materials.
• At least 3 years of professional experience in leading the development of digital systems related to sustainability reporting and disclosure for companies, regulatory bodies, financial institutions, stock exchanges, public institutions, or other relevant organizations.
• Strong familiarity with major sustainability reporting and disclosure standards and frameworks, including ISSB, SASB, GRI, and relevant local regulatory frameworks such as the ESG disclosure Prakas in Cambodia.
• Clear understanding of how to translate and integrate sustainability reporting standards and regulatory frameworks into practical digital reporting and disclosure systems.
• Strong capabilities in delivering capacity-building activities and producing e-learning or digital training content.
• Excellent interpersonal, drafting, facilitation, and coordination skills, with proven ability to work collaboratively across multicultural environments and with both technical and non-technical stakeholders.
• Excellent written and spoken English is required.
