The ICT Specialist is responsible for planning, technical supervision, quality control, and execution of activities related to the information systems of the Guichet Unique Maritime, including procurement and commissioning of equipment to ensure performance and sustainability of implemented solutions. The role involves coordination with multiple stakeholders, technical oversight of system architectures, integration, testing, and capacity building for partner institutions.
Responsibilities
- Develop technical programming and schedule of activities related to information systems under responsibility.
- Update project activity management tools and provide technical reporting to the project manager.
- Plan and coordinate interventions with contractors, providers, integrators and internal teams ensuring coherence of multi-supplier interventions.
- Ensure technical coordination with IT services of concerned institutions (APMF, General Directorate of Customs, existing concession operators such as GasyNet) for integration, data exchange and interfacing aspects.
- Integrate cross-cutting issues (gender, youth, environment, digital accessibility) in design and deployment of solutions.
- Lead definition and validation of system architectures (networks, servers, databases, application services, APIs) of the GUM and Research/Industry platform, emphasizing interoperability with existing national systems.
- Define and supervise integration and data exchange mechanisms between GUM and existing platforms.
- Supervise implementation activities related to software development, improvement and system implementation ensuring compliance with functional and technical specifications.
- Define and conduct functional tests, integration tests, load tests and cybersecurity audits necessary for validation of installed hardware and systems.
- Verify quality and compliance of delivered equipment to technical specifications.
- Define and perform tests necessary for validation of installed hardware and systems.
- Monitor installation, configuration and commissioning of equipment and platforms, and technical acceptance before production deployment.
- Ensure compliance with international cybersecurity, data protection and business continuity standards applicable to critical infrastructures.
- Conduct needs analysis for information systems and IT equipment for priority sites.
- Participate in drafting technical specifications and detailed terms of reference for acquisition of information systems, servers, network equipment and IT hardware for the project.
- Contribute to evaluation of offers and selection of suppliers and integrators.
- Supervise delivery, installation and commissioning of systems and equipment, and validate technical acceptance.
- Participate in design, development and maintenance of project monitoring and operational dashboards.
- Define and monitor key technical indicators of GUM: service availability, performance, security, interoperability.
- Contribute to creation and updating of project risk register, especially technical, cybersecurity and interoperability risks.
- Document progress, incidents, configurations and lessons learned and compile technical reference documentation (architectures, operating procedures, recovery plans).
- Conduct regular on-site monitoring and produce technical progress reports for the project manager.
- Provide technical support to operational training activities and end-user support within the project, supplying technical content, materials and documentation.
- Contribute to skills transfer to IT teams of partner institutions to ensure ownership and maintenance of solutions post-project closure.
- Support formalization of operating and maintenance procedures ensuring technical sustainability of implemented systems.
- Monitor and ensure performance and reliability of deployed systems, improving availability, quality of hardware and software infrastructure, and user satisfaction.
- Ensure compliance and quality of installed equipment and systems, respect of deadlines and budget, and degree of adoption and use by target users.
Requirements
- Master's degree in information systems engineering, computer science, software engineering or related field is mandatory.
- A Bachelor's degree in these fields with two additional years of experience may be accepted.
- Project management certification (PRINCE2, PMP) or software quality certification is an asset.
- Additional training or specialization in cybersecurity of critical infrastructures, integration of public sector information systems, or trade facilitation and customs systems is an additional asset.
- Minimum of 7 years of experience (5 years with a Master's degree) in design, implementation and technical supervision of large-scale information systems is required.
- At least 2 years of confirmed experience in integration of heterogeneous information systems.
- Proven experience in design, implementation or technical supervision of information systems is desirable.
- Experience in change management and technical skills transfer to IT teams of public institutions is an asset.
- Experience in procurement and management of IT equipment for multiple and geographically distributed sites is an asset.
- Knowledge of the institutional context of Madagascar or Africa and the Indian Ocean is an asset.
- Proven experience in quality control of information systems, drafting technical specifications and supervising contractors is a considerable asset.
- Operational knowledge of international standards for data protection and business continuity applicable to critical infrastructures is a considerable asset.
- Experience in projects funded by international donors (African Development Bank, World Bank, European Union, UN agencies or equivalents) is a considerable asset.
